SMALL DISADVANTAGED BUSINESS UTILIZATION PROGRAM in accordance with direction from the Department of Defense, Phillips Laboratory hereby dissolves all current solicitations which have been set aside for small disadvantaged businesses (SDBs) under the ``Rule of Two.'' Those solicitations will now become Small Business Set-Asides. This does not affect solicitations which have already been set aside for small business or set aside under Section 8(a) of the Small Business Act. These actions do not reflect any change in Phillips Laboratory's strong commitment to the participation of SDBs in our contracting and subcontracting programs.
