COMMERCE BUSINESS DAILY ISSUE OF OCTOBER 31,1995 PSA#1463Naval Airwarfare Cente, Aircraft Division, Indianapolis, 6000 East 21st
Street, Indianapolis, IN 46219-2189 B -- STORES MANAGEMENT SYSTEMS DUE 112095 POC Contact Point, Michael
Jefferson, (317)306-4510 The Naval Warfare Center, Aircraft Division,
Indianapolis, 11X10C in conjunction with the Maritime Surveillance
Aircraft Program Office, PMA-290, of the Naval Aviation Systems TEAM
seeks industry information to develop a performance specification for
use in a competitive procurement of a stores management system to
replace the existing Armament Control System on the S-3B aircraft. The
goal of establishing this catalog of Stores Management Systems for
use-resue by acquisition programs in military system developments and
upgrades. The initial use of the developed Stores Management System in
the S-3B aircraft scheduled for FY-97/98 timeframe. The primary
objectives are: To establish a list of readily available Stores
Management Systems for potential use in upgrade efforts; To identify
and classify the systems by the guidelines issued for development
(i.e., MIL-STD-5400, MIL-STD-1553, etc.); To encourage use/reuse of
these products to increase commonality and standardization and to
encourage the use of Non-Developmental Items; Provide the acquisition
program and system developer with an engineering/procurement tool to
assist in the use of non-developmental items that are available as
off-the-shelf items in military systems. This RFI is for developing a
performance specification in FY96. Information gathered will also by
esed to produce an indexed listing of Stores Management Systems. Each
listing will provide non-proprietary data in both graphical and text
format that consists of the systems design/development requirements,
packaging variations, mounting provisions, power/cooling requirements,
and available manufacturing sources. On publication, this listing will
be used to aid program managers in the selection of non-developmental
items. If successful in meeting this goal, the listing will be updated
to reflect future products available from Military programs. Of
particular concern, are Stores Management Systems with the flexibility
required to easily accommodate changing requirements such as Torpedo
Interfaces, and Digital Weapons. Responses should include as a minimum
a functional description, block diagram and photo of the hardwre. This
information may be as simple as a vendor ''slick sheet'' or ''marketing
brochure'' or as complex as a specification or detailed description.
Information is desired, but not required, in electronic media (Word for
Windows and bitmap graphics files .PCX). All proprietary data should be
marked appropriately and will be protected under the guidelines
established for proprietary data. Information should include, if
possible: Documentation designed to (if any); Overall height, width,
and length (envelope) as well as connector size and characteristics and
mounting provisions; Heat dissipation in watts and the preferred
cooling method with physical description (thichness and location of
conduction ribs), location of cooling interconnects, etc.; Size and
location of shock or vibration isolators, if any; Description of
electrical function as well as any architecture requirements/standards
it meets; Availability status of the system; System functional block
diagram; System photograph(s)/sketch(es); Electrical power
requirements; Environmental capabilities (High and Low Operating and
Storage Temperatures, Vibration and Shock, EMI/EMC); Types of Weapons;
Type of Digital Interfaces and Software Used; including flexibility
for modification and growth. Firms possessing the above described
capabilities are invited to submit information pertaining to their
capabilities. Brochures, catalogs, and/or other literature may
accompany written responses, which should be sent to the following
address no later than 30 calendar days of the date of publication of
this notice: Naval Air Warfare Center, Aircraft Division, Indianapolis,
