The requirement to obtain various types of technical services which
will support activities of the DOC/NOAA/National Marine Fisheries
Service (NMFS), Southeast Fisheries Science Center, Mississippi
Laboratories, Pascagoula, MS, originally published in Issue PSA #1412
dated 8/17/95, is changed to delete the stated evaluation criteria in
its entirety. The revised evaluation criteria is as follows: ''The
aggregate total of all the following technical evaluation factors,
subfactors, and sub- subfactors is significantly more important than
cost. In descending order of importance Technical Excellence (TE) is
twice as important as Recruitment and Retention Capabilities (RRC),
Management Capabilities (MC), and Past Performance (PP), which are
equal in importance. Within TE in descending order of importance are
three subfactors: Personnel Qualifications, Understanding of Work, and
Sample Task Orders. Of these three subfactors, the first subfactor is
somewhat more important than the other two, and the second subfactor
is slightly more important than the third. Within the Personnel
Qualification subfactor, the three sub-subfactors are: Amount/Currency
of Experience; Education Level; and Offeror's Training Plan. Of these
three sub-subfactors, the first two are of equal importance and
together are significantly more important than the third sub-
subfactor. Within the Understanding of Work subfactor, there are two
sub-subfactors: Qualified Personnel Aligned with Tasks, is slightly
more important than, Technical Approach. Within the Sample Task Orders
subfactor, with substantially the same importance are three
sub-subfactors: Demonstrated Understanding of the Work; Soundness of
the Technical Approach; and Proposed Personnel. Within the RRC factor
are two subfactors of equal importance: Recruitment Capability and
Retention Potential. Within the MC factor, the four subfactors are:
Offeror's Proposed Supervisory Plan (including Project Management
Plan); Offeror's Proposed Organization; Proof of Insurance; and Quality
Control Plan. Of these subfactors, the first factor is somewhat more
important than the other thee subfactors. The second subfactor is
slightly more important than the third and fourth subfactors, which are
of equal importance. Within the PP factor, the four subfactors listed
in descending order of equal importance are: How well the Offeror
performed in carrying out contract responsibilities. The Offeror's
effort to meet required needs and provide timely deliverables. The
Offeror's general quality of work. Lastly, the Offeror's flexibility in
making changes required by modifications to the contract and/or work
effort. Total price will be evaluated using cost and price analysis
techniques. In selecting the best overall proposal, the Government will
consider the value of each proposal in terms of the quality offered for
the estimated cost. The importance of the cost factor in the selection
will increase as the quality differences between proposals decrease.
The total price of each Sample Task Order will be evaluated as stated
above for price realism.'' Anticipated delivery is approximately
3/25/96. The solicitation will be issued on or about 11/9/95. All other
information in the original notice published 8/17/95 remains unchanged.
Firms who have already responded to the original notice will receive a
copy of the solicitation when it is issued and need not reapply.
