soliciting names of construction firms interested in receiving a
Request for Proposal for the design and construction of housing in
Ukraine. The U.S. Army Corps of Engineers, in cooperation with the
Defense Nuclear Agency, is contracting for the design and construction
of apartment-style quarters, to be built adjacent to existing
apartment-style construction in the city of Khmelnytsky, in the
vicinity of a Strategic Rocket Forces site in the country of Ukraine.
This project is being executed under the provisions of the Cooperative
Threat Reduction program. The magnitude of the project is between
$10,000,000 and $25,000,000. PROJECT SCOPE: The primary objective is
the construction of apartment-style quarters and associated
infrastructure and on-site utilities. This will be a design-construct
contract. Construction will be on government-owned land in the vicinity
of existing military cantonment areas. Utilities will be received at
the site border and connected to the individual apartment buildings and
ancillary facilties. Infrastructure development may be required.
Apartment units will be constructed to specified floor plans.
Appropriate construction standards will be used so as to provide safe,
fully functional living accommodations. Although an aggressive
schedule is anticipated, construction duration has not yet been
determined. To be considered a construction firm, the firm must perform
construction as a significant portion of its business. To the extent
feasible, there is a preference for U.S. technology and expertise.
CONTRACT PROCEDURES: A firm fixed project contract with performance and
payment bonds will be issued. A technical and price proposal will be
required. At a minimum, proposals will be evaluated in the following
areas: (1) Price, (2) Technical competence and experience to accomplish
the work, (3) Management capability to complete the project in the
region in a timely manner and to a high degree of quality, (4) Past
Performance, (5) Sufficient financial and equipment resources to handle
work placement in an expeditious manner. Tentative schedule dats: Issue
of the Request for Proposal is 13 November 1995, visit to construction
site 28 November to 1 December 1995, receipt of proposals 5 January
1996, and contract award 7 February 1996. If your firm is interested in
