Z -- REMOVE REPLACE UNDERGROUND STORAGE TANKS (USTS) SOL F9ACAR-5186-0002 POC Contract Specialist Richard W. Boger (717) 861-8687 (Site Code DAHA36) Provide all plant, labor, tools, material,services, equipment and on site supervision to perform all operations related to the complete and thorough removal, cleaning and replacement of Underground Storage Tanks (USTs) with appurtenances and site restoration for the Pennsylvania Air National Guard Base, Willow Grove Air Reserve Station, Willow Grove, Pennsylvania. Work includes, but is not limited to the removal and replacement of two heating oil USTs and one wash water UST (6,000, 6,000 & 4, 000 gallon capacities), convert two existing Oil/Water Separators (OWS) to settling tanks and install two 550 gallon OWSs, removal of a heating oil, and two waste oil USTs (8,000, 1,000, & 850 gallon capacities, respectively), appurtenances and structural support. These tanks are assumed to be nonleaking tanks. Site restoration does not include environmental remediation. All work shall be accomplished in accordance with Federal, State, and local environmental laws, rules, regulations and guidelines. The contractor must be certified by the Pennsylvania Department of Environmental resources to perform tank removals and installations. The performance has been estimated at one hundred twenty (120) calendar days. The estimated construction range is between $250,000 and $500,000. The solicitation shall be issued as an Invitation for Bid (IFB). The projected date for availability of the IFB is 7 December 1995 with a projected Bid Opening Date of 8 January 1996. There will be a $30 charge for the solicitation documents. A copy of these documents will be available for inspection at the United States Property and Fiscal Office, Annville, Pennsylvania. A solicitation package will also be sent to Dodge Reports, Harrisburg, Pennsylvania and the Harrisburg Builders Exchange, Harrisburg, Pennsylvania and the Construction News, Lawrenceville, New Jersey. Interested concerns should as early as possible but not later than fifteen (15) calendar days after publication of this notice, indicate interest in bidding as a prime contractor or subcontractor on this project, and provide evidence of their capability to perform including references for similar work withcontract numbers, points of contact, and telephone numbers, and if appropriate a positive statement of eligibility as a Small socially and economically disadvantaged business (SDB) concern. In addition, provide evidence of Pennsylvania Department of Environmental Resources Certification and the dollar amount of current construction bonding capability. The Contracting Officer will utilize this information to make a decision either to issue this solicitation as a set-aside for Small Disadvantaged Business (SDB) or as unrestricted without further notice. Therefore, written replies to this notice are requested and required from all interested business concerns as well as from SDB concerns. Replies must indicate the firm's size status as a large, small, small disadvantaged or an 8 (a) business concern. The Standard Industrial Classification (SIC) Code for this particular project is 1542. The applicable small business size standard, including affiliates is no more than $17 million average annual gross revenue for the last three (3) fiscal years. Each business concern must also include their Federal Tax Identification Number and Corporate status. Corporate status means the concern's designation as a (1) sole proprietorship, (2) partnership, or (3) other corporate entity (0297)
