material,services, equipment and on site supervision to perform all
operations related to the complete and thorough removal, cleaning and
replacement of Underground Storage Tanks (USTs) with appurtenances and
site restoration for the Pennsylvania Air National Guard Base, Fort
Indiantown Gap, Annville, Pennsylvania. Work includes, but is not
limited to the removal and replacement of two gasoline USTs (5,000 &
10,000 gallon capacities), two diesel fuel USTs (5,000 & 10,000 gallon
capacities), eight heating oil Aboveground Tanks (ASTs)(275- 550
gallon capacities), thirty-six heating oil USTs (1,000 gallon capacity
each) and six Oil Water Separator (OWS) systems. The capacities of the
forty-two replacement ASTs range from 500 gallons to 10,000 gallons.
Appurtenances include all piping, connections, conduit, wire,
monitoring and structural support. These tanks are assumed to be
nonleaking tanks, site restoration does not include environmental
remediation. All work shall be accomplished in accordance with Federal,
State, and local environmental laws, rules, regulations and guidelines.
The contractor must be certified by the Pennsylvania Department of
Environmental resources to perform tank removals and installations. The
performance has been estimated at three hundred (300) calendar days.
The estimated construction range is between $500,000 and $1,000,000.
The solicitation shall be issued as an Invitation for Bid (IFB). The
projected date for availability of the IFB is 5 December 1995 with a
projected Bid Opening Date of 5 January 1996. There will be a $75
charge for the solicitation documents. A copy of these documents will
be available for inspection at the United States Property and Fiscal
Office, Annville, Pennsylvania. A solicitation package will also be
sent to Dodge Reports, Harrisburg, Pennsylvania and the Harrisburg
Builders Exchange, Harrisburg, Pennsylvania. Interested concerns should
as early as possible but not later than fifteen (15) calendar days
after publication of this notice, indicate interest in bidding as a
prime contractor or subcontractor on this project, and provide evidenc
of their capability to perform including references for similar work
with contract numbers, points of contact, and telephone numbers, and if
appropriate a positive statement of eligibility as a Small socially and
economically disadvantaged business (SDB) concern. In addition, provide
evidence of Pennsylvania Department of Environmental Resources
Certification and the dollar amount of current construction bonding
capability. The Contracting Officer will utilize this information to
make a decision either to issue this solicitation as a set-aside for
Small Disadvantaged Business (SDB) or as unrestricted without further
notice. Therefore, written replies to this notice are requested and
required from all interested business concerns as well as from SDB
concerns. Replies must indicate the firm's size status as a large,
small, small disadvantaged or an 8 (a) business concern. The Standard
Industrial Classification (SIC) Code for this particular project is
1542. The applicable small business size standard, including affiliates
is no more than $17 million average annual gross revenue for the last
three (3) fiscal years. Each business concern must also include their
Federal Tax Identification Number and Corporate status. Corporate
status means the concern's designation as a (1) sole proprietorship,
