The United States Air Force will be issuing a solicitation for the purchase of six legal subscriptions. The six items are: 2 subscriptions to ``CD-ROM Federal Equal Opportunity Reporter, 1996 CD Version'', 1 subscription to ``CD-ROM Federal Labor Relations Reporter, 1996 CD Version'', 14 subscriptions to ``Federal Equal Opportunity Reporter, 1996 Renewals'', 19 subscriptions to ``Federal Labor Relations Reporter, 1996 Renewals'', 19 subscriptions to ``Federal Merit Systems Reporter, 1996 Renewals'', and 83 subscriptions to ``Personal injury Valuation Handbooks, 1996 Renewals.'' An RFP will not be used unless two to more potential offerors are identified. An Ombudsman has been established for this acquisition. The only purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels to communicate his/her concern during the proposal development phase of this acquisition. Potential offerors should use established channels to request information, pose questions, and voice concerns before resorting to use of the Ombudsman.
