514-0022, Fac (202) 514-3353. The Immigration and Naturalization
Service (INS) intends to award a sole-source contract to the
International Organization for Migration (IOM), an international
intergovernmental agency in which the United States is a member state,
for the development and implementation of an Assisted Voluntary Return
(AVR) Program for unsuccessful political asylum seekers and other
aliens whom INS refers to the contractor. In addition to providing
information concerning the AVR program services to counsel of record or
other authorized individuals or entities, and voluntary organizations
working with aliens coming under the provisions of the AVR Program, IOM
will provide informational services to the affected aliens and arrange
for and verify their travel documentation, reduced cost
transportation, and related services for approved applicants. The
contractor will also liaise with the governments of the countries of
origin of the program participants to facilitate the return process.
The INS has determined that only a recognized humanitarian agency with
worldwide recognition, an extensive field structure and experience
call successfully conduct the contemplated program. While other
interested parties are invited to provide INS with information
regarding their capabilities, INS intends that the requirement
addressed in this synopsis be procured on a sole source basis as IOM is
the only known organization with the experience and capability to
effectively and efficiently provide the required services. Any
responses to INS must include the following information: name, address,
and voice and facsimile numbers for a point of contact, and a
capability statement describing in detail all experience in processing
and movement/reintegration of voluntary return migrants worldwide.
This capability statement must describe in detail the arrangements with
national governments and the experience in interfacing with these
governments to ensure the orderly return of migrants and their
reintegration into the economic and social structure of their countries
of origin. In addition, the statement must describe in which countries
the organization has successfully implemented similar programs, giving
a point of contact familiar with the operation of the program and the
numbers of migrants successfully returned in each program. Responses
