C -- INDEFINITE DELIVERY CONTRACT FOR CIVIL WORKS DESIGN SERVICES Contact, Robert M. Bencal, 215-656-6606. 1. CONTRACT INFORMATION: The Philadelphia District, U. S. Army Corps of Engineers intends to award up to two (2) one year Indefinite Delivery Contract(s) to support civil works, military and work for others missions assigned to the District. Each contract shall be for a period of one year with an option for one additional year. The maximum delivery order limit is $150,000.00. The cumulative total for all delivery orders in either the base or option year shall not exceed $400,000.00. The cumulative total of all delivery orders for both the base and option year shall not exceed $500,000.00. In addition, the total Federal Information Processing (FIP) work allowed under each contract including both the base and option years is $150,000.00, pursuant to Delegation of Procurement (DPA) CENAP-95-015. 2. PRODUCT INFORMATION: The firm will be used primarily for civil/;architectural and general engineering type projects to include but not be limited to facility design for new construction, renovations, repairs and additions. Other related work will include highway and paved surface work, utility system work, site work, flood control (including soil borings), coastal, structural, environmental, electrical, mechanical and related drawings, specifications and estimates. Other related services include: specialized investigations; planning; studies and reports; and sampling, testing and abatement of asbestos and toxic/hazardous materials and environmental work when required for design. The firm will have primary services capability in-house. 3. SELECTION CRITERIA: Significant selection evaluation criteria in relative descending order of importance will include: (1) Specialized experience of the firm in the primary areas and other experience in related areas of work; (2) Professional experience of the proposed staff; (3) Capacity of the firm to accomplish multiple projects simultaneously within required time and within construction cost limitations; (4) Past performance, if any, with respect to the firm's performance on Department of Defense contracts; (5) Location will be a consideration in the final selection as a secondary selection criteria element provided a sufficient number of qualified A/E firms respond to this announcement; (6) Extent of participation of SB, SDB, historically black colleges and universities, and minority institutions in the proposed contract team, measured as a percentage of the estimated effort. As a part of this submittal, it is required that all responding firms clearly present billings amounts for all Corps of Engineers work as well as all other Department of Defense work for the 12 months preceding this announcement. As a requirement for negotiations, the selected contractor will submit for government approval a quality control plan which will be enforced through the life of the contract. The District reserves the right to terminate negotiations in which the contractor's response to requests for proposals or information has not been provided in accordance with the established schedules. 4. SUBMISSION REQUIREMENTS: Interested firms having the capabilities to perform the work must submit one copy of the SF 254 and SF 255 for the prime firm and SF 254 for each consultants, to the above address not later than the close of business on the 30th day after the date of this announcement. If the 30th day is a Saturday, Sunday or Federal holiday, the deadline is the close of business of the next business day. Include ACASS number is Block 3b. of the SF 255.
