Naval Surface Warfare Center, Dahlgren Division, Coastal Systems
Station (COASTSYSTA), Panama City, Florida is soliciting proposals for
a Cost Plus Fixed-Fee (CPFF), Indefinite Quantity Contract to provide
Management and Operation of the Shock and Vibration Information and
Analysis Center (SAVIAC). It is anticipated that the resulting contract
will consist of a base year and four option years. SAVIAC is an
organization established to provide information exchange between
Government agencies and/or private industry in the areas of shock and
vibration. Operation of the center will be from the contractor's
facilities. This information exchange exists in the form of symposia,
publication of technical journals, newsletters, on-line Internet
services, and information searches. Operation of SAVIAC requires the
collection, review, analysis, appraisal, summary, and dissemination of
pertinent and timley information and literature on the processes,
techniques, and associated technologies within the scope of SAVIAC's
competence and concern. In the execution of this effort, COASTSYSTA
requires the following functions to be performed immediately upon
award: (1) Basic or Core operations of SAVIAC wherein primary emphasis
will be on archieving and maintaining an information base that will
enable SAVIAC to contribute to ongoing R&D effort in the field of shock
and vibration, and in applications to Defense systems design,
development, and production. This includes planning for, and conducting
symposia, publication of newsletters, providing an on-line Internet
service for various shock and vibration information, answering various
questions concerning shock and vibration issues, and maintaining and
monitoring, to the best extent possible, the in-service material. (2)
The capability of providing support for performance of specific tasks
on separate delivery orders requiring analytical/engineering support
for new shock and vibration issues. This effort requires a subject
expertise and information base which could be utilized to answer
specific, large-scale and detailed questions and perform engineering
supprt services within the SAVIAC applicable technologies. This could
include development and maintenance of specific shock databases;
publication of monographs; and research on specific shock and vibration
topics. This solicitation is Full and Open Competition. A single award
