Palmisciano, Contracting Officer at (401) 841-2442 X289 FAX: (401) 841-4820 NUWC intends to solicit for Software Nuclear and Conventional Weapon Safety Engineering (SNCWSE) services for SSN Submarine Combat Systems as part of the development and update of SSN submarines. The purpose of the SNCWSE services shall be to identify, define and analyze potential software nuclear safety and software conventional safety issues arising from development efforts, emergent programs, new technology, system products, maintenance changes and operational changes. Combat Systems for which SNCWSE shall be provided are (1) Combat Control System (CCS) MK 1, Program C Series (2) Portable Launch System (PLS), and (3) Emergent SSN submarine combat system programs or nuclear and conventional weapons systems. The scope of the resultant contract will require software nuclear safety and software conventional safety engineering expertise, experience in nuclear and conventional safety analyses of software, knowledge of nuclear and conventional safety requirements for weapons systems involving software-intensive control systems, knowledge of SSN submarine combat systems, and commensurate understanding of SSN submarine combat system software development and maintenance. Key Labor categories will include Program Manager and Senior Analyst. The Service Contract Act applies. The estimated level of effort is 48,400 man-hours over a five-year period of performance. The total estimated travel cost is $40,000 and the total estimated material cost $40,000. The solicitation will be Set Aside 100% for Small Business. The appropriate SIC Code is 8711. An Indefinite Delivery/ Indefinite Quantity type contract with Cost Plus Fixed Fee provisions is anticipated. Technical and cost proposals will be required.
