Indefinite-Delivery Indefinite-Quantity contracts designated CONST-96,
CONSTRUCTION INSPECTION SERVICES, for the Federal Highway
Administration, Western Federal Lands Highway Division. Contractors
will provide highway construction inspectors with vehicles. The
majority of the work will be in or near National Forests or National
Parks. One contract will be awarded in each of 3 geographical areas.
The three AREAs are: AREA A - The State of Oregon (except for the
counties of Clackamas, Clatsop, Columbia, Gilliam, Hood River, Marion,
Multnomah, Polk, Sherman, Tillamook, Wasco, Washington, and Yamhill)
and the State of Washington (except for the counties of Clark, Cowlitz,
Island, King, Klickitat, Lewis, Pacific, Pierce, San Juan, Skagit,
Skamania, Snohomish, Thurston, Wahkiakum, and Whatcom); AREA B - State
of Oregon (including counties of Clackamas, Clatsop, Columbia,
Gilliam, Hood River, Marion, Multnomah, Polk, Sherman, Tillamook,
Wasco, Washington, and Yamhill) and the State of Washington (including
counties of Clark, Cowlitz, Island, King, Klickitat, Lewis, Pacific,
Pierce, San Juan, Skagit, Skamania, Snohomish, Thurston, Wahkiakum, and
Whatcom); and AREA C - States of Idaho and Montana, and Yellowstone &
Grand Teton National Parks in Wyoming. The actual places of performance
are unknown. The Government has requested wage determinations for all
locations within the states of Idaho, Oregon, Montana and Washington,
and Park & Teton Counties in Wyoming. Each contract will have a
guaranteed annual minimum of $10,000 and maximums of $1,000,000 (AREA
A), $500,000 (AREA B), or $1,000,000 (AREA C). Each contract will be in
effect for one year. All work will be ordered by individual Task
Orders. This solicitation is a total small business set-aside under SIC
Code 8999. For a firm to be considered a small business, the annual
average gross revenue of the firm for the last 3 fiscal years must not
exceed $5 million. Contract clause 52.219-14, Limitation on
Subcontracting, requires that at least 50% of the cost of the contract
performance incurred for personnel shall be expended for employees of
th contractor. FOR MINORITY, WOMEN-OWNED AND DISADVANTAGED BUSINESS
ENTERPRISES: The Department of Transportation (DOT), Office of Small
and Disadvantaged Business Utilitization (OSDBU), has a program to
assist minority, women-owned and disadvantaged business enterprises to
acquire short-term working capital assistance for
transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates to provide
accounts receivable financing. The maximum line of credit is $500,000.
