to purchase, on a non-competitive basis with E-Systems, Inc., Melpar
Division, an interoperable capability between Guardrail Common Sensor
(GR/CS) Systems 3 and 4 and other service airborne prime mission
equipment. Interoperability will allow control of other service
payloads (i.e. COMINT and ELINT). top Secret SCI Security clearance is
required for this acquisition. The hardware and software efforts must
be accomplished 12 months after award; installation, test and training
associated with this interoperative capability is required 18 months
after contract award. The US Army Communications Electronics Command
(CECOM) has established an Electronic Bulletin Board (EBB) to provide
electronic transmittal of Request for Proposals (RFPs) and Invitations
for Bids (IFBs) from Government to Industry. EFFECTIVE 1 October 1994,
ALL SOLICITATIONS ISSUED FROM FT. MONMOUTH FOR ACQUISITIONS OVER THE
SMALL PURCHASE THRESHOLD WILL BE SOLICITED VIA THE EBB. AFTER 1 OCTOBER
1994, ONLY THOSE PARTIES WHO DO NOT HAVE THE EQUIPMENT NECESSARY TO
ACCESS THE EBB WILL BE FORWARDED HARD COPIES UPON REQUEST. (Exceptions
are Post Camp and Station acquisitions.) All interested parties
wishing to do business with CECOM are invited to access, operate, send,
and receive data from the CECOM EBB system. To become a user of the EBB
you will need an identification code and password in addition to a
computer terminal equipped with the necessary hardware and software to
interface with the EBB system. Detailed information regarding system
requirements is contained in the US Army CECOM EBB User's Manual. A
User's Manual, Identification Code and Password will be issued upon
request. All requests must include 1) Company name, 2) point(s) of
contact names(s) and title(s), 3) return address(es), and 4) telephone
