R -- MEDICAL RECORDS CONSULTANT SOL RFP 521-106-96(SJ) DUE 120895 POC Contact Point, Suzanne Jene', (205)933-4493, Contracting Officer, Suzanne Jene', (205)933-4493 Consultant contractor to provide a prototype alternative to the paper storage of Veterans Health Administration(VAH), patient health records which meets all current legal requirements, Veteran Administration regulations and Joint Commission on Accreditation for Healthcare Organizations standards, for a highly computerized mulitpfacility system. Contractor shall provide alternatives and creeria for Department of Veterans Affairs Medical Center (DVAMC) to select workflow analysis tools to re-engineer the record/information management processes; analyze the record/information management workflow and document the uses and users; recommend general areas for improvement for record workflow processing; analyze technical system requirements, analyze existing network capabilities, recommend an alternative storage solution; develop contract bid specifications to procure the recommended storage solution; develop a conversion plan from the paper record to the recommended alternative and perform post-implementation assessment of the alternative solution. The solution must be capableof supporting the storage and retrieval of voice, video, color images and diagnostic or other high resolution images; it must provide standard based links accessible by the Decentralized Hospital Computer Program (DHCP) applications. Contractors must have knowledge of health information management(HIM) practices and current work processes commonly found with the HIM environment. Additionally contractors must have a history of implementing a conversion of this size and complexity. Solicitations will be issued O/A 11/08/95 and bids will be due O/A 12/08/95.
