Warfare Center Training Systems Division (NAWCTSD) is preparing an
unrestricted, full and open competitive acquisition under best value
source selection procedures to completely operate and maintain and
otherwise support a US Navy deep-water test and evaluation (T&E)
facility. This pre-solicitation notice is issued for the purpose of
disseminating preliminary information in the interest of identifying
interested sources capable of furnishing management, personnel, and
other resources necessary to support the evaluation facility. AUTEC is
managed from a headquarters facility in West Palm Beach, FL with test
range operations located on Andros Island, Commonwealth of the
Bahamas. The key operational elements of this T&E facility constitute
the Range Data Acquisition System, i.e., Weapons Range, Acoustics
Testing, and Fleet Operational Readiness Check Site (FORACS)
Range/Sensory Accuracy Testing. The successful offeror will be
responsible for test planning, test conduct, analysis of data and
related data production for large scale tracking range tests for both
RDT&E projects and Fleet readiness/tactics assessment. Test programs
will include: R&D of advanced ASW combat systems/weapons/sonar systems,
torpedo/target evaluations, radiated acoustic noise tests, ship
standardization trials, Fleet readiness tests/exercises, ocean
engineering/environmental tests and range development tests. The
successful offeror will also be responsible for the maintenance,
calibration and operation of: tracking range instrumentation; range
data collection, real-time display, and post-test data processing and
analysis systems; and large scale communication systems. Additional
requirements include: maintenance, repair, alteration, upkeep, overhaul
planning and daily operation of marine vessels (up to 190 ft.);
maintenance and operation of fixed-wing aircraft and helicopters in
compliance with Federal Aviation Administration Part 135 requirements;
maintenance, preparation, launch, recovery and post-run of mobile
targets (MK-30) nd Reusable Exercise Torpedoes (MK-46, MK-50);
recovery, post-run, storage and handling of exercise torpedoes
(MK-48/MK-48 ADCAP, MK-46, MK-50); engineering services to support
range operations/range maintenance components in the
resolution/solution of difficult problems, to develop improved
instrumentation systems and techniques to meet evolving operational
requirements, and to maintain range system calibration certification;
and non-technical services to sustain base operations in a remote
location to include purchasing, supply, public works, utilities, fire
protection, security, housing, messing and dependent education. Firms
