following notification is being circulated in accordance with Article
10.6. G/TBT/Notif. 95.292. 1. Member to Agreement notifying: UNITED

Firearms (19). 3. Notified under Article 2.9.2. 4. Products covered (HS
or CCCN where applicable, otherwise national tariff heading. ICS
numbers may be provided in addition, where applicable): Labelling of
distilled spirits, wines and malt beverages. 5. Title and number of
pages of the notified document: Procedures for the Issuance, Denial,
and Revocation of Certificates of Label Approval, Certificates of
Exemption from Label Approval, and Distinctive Liquor Bottle Approvals
(93F-029P) (7 pages). 6. Description of content: The Bureau is
proposing to issue regulations specifically setting forth the
Procedures for the Issuance, Denial, and Revocation of Certificates of
Label Approval (COLAS), Certificates of Exemption from Label Approval,
and Distinctive Liquor Bottle Approvals. The proposed denial and
revocation regulations are new, whereas the proposed issuance
regulations are more specific than the current regulations. The
proposed regulations would also codify the procedures for
administratively appealing the denial or revocation of certificates for
label approval, exemptions from label approval, or distinctive liquor
bottle approvals. 7. Objective and rationale: To prohibit deception of

27 CFR Parts 4, 5, 7, 13, and 19. Will appear in the Federal Register
