JAPAN: CRANES The following notification is being circulated in accordance with Article 10.6. G/TBT/Notif. 95.285. 1. Member to Agreement notifying: Japan. If applicable, name of local government involved (Articles 3.2 and 7.2): 2. Agency responsible: Ministry of Labour. 3. Notified under Article 2.9.2. 4. Products covered (HS or CCCN where applicable, otherwise national tariff heading. ICS numbers may be provided in addition, where applicable): Cranes (HS: 84.26). 5. Title and number of pages of the notified document: Amendment to the Standards for Cranes (Available in Japanese, 28 pages). 6. Description of content: To amend the standards for cranes with a view to harmonizing them with international standards. The amended points are as follows: (1) To adopt SI units system; (2) to make an addition to material of cranes; (3) to modify the calculation method for allowable stress in calculation of strength; (4) to establish the exceptional provisions for wind load and earthquake load in calculation of strength; (5) to modify the regulations for dynamic coefficient and amplifying coefficient in calculation of strength; (6) to establish the exceptional provisions for deflection of crane girder of overhead travelling crane; (7) to enhance the regulations for stability; (8) to modify the regulations for the diameter of wire rope and safety factor of wire rope; (9) to enhance the regulations for brake; and (10) to review the related provisions with regard to terms, etc. 7. Objective and rationale: Occupational safety. 8. Relevant documents: The basic law is the Industrial Safety and Health Law. The amendment will appear in ``KAMPO'' (Official Government Gazette) when adopted. 9. Proposed date of adoption and entry into force: This proposal will be adopted in December 1995 and will enter into force in June 1996. 10. Final date for comments: 30 November 1995. (290)
