Emerging Small Business means a small business concern whose size is no
greater than 50% of the numerical size standard applicable to the
standard industrial classification code. SIC: 8712. Size standard for
small business is $2.5 million of annual receipts; therefore Emerging
Small Business size standard is $1.25 million of annual receipts.
Provide A/E design service to refine & develop existing design concepts
program criteria, and projected costs for Project No. 534-97-903,
Centralized Mailout Pharmacy (CMOP) for the Ralph H. Johnson Dept. of
Veterans Affairs Medical Center, Charleston, SC. Existing concepts,
criteria and costs are currently being established by others. Upon
completion of design development, produce the construction documents
required for the competitive bidding & construction of the work. This
facility is proposed for placement in an existing facility to be leased
in the greater Charleston, SC area. It will encompass approximately
60,000 sq.ft of enclosed heated space & related site improvements for
parking, shipping & related services. Disciplines involved, may
include, but are not limited to: site, civil, architectural,
electrical, mechanical, & industrial hygiene services. These will be
required in the production of contract documents. All professional
services including industrial hygiene shall be part of the design team
announced in the SF 254 & 255's. The proposed construction will be
required to interface with sophisticated material processing systems.
These systems will be designed, procurred & installed separately from
the design & subsequent construction. Estimated construction cost:
$250,000. Specific evaluation factors, not in priority order are: (1)
Professional qualifications necessary for the satisfactory performance
of the required services, including consultants; (2) Specialized
experience & technical competence by all members of the team in health
care faciities as well as large automated inventory storage and
processing plants with examples of similar type project designs; (3)
Capacity to produce competitive bid documents by May 1996 & a
demonstrated ability to design within a given budget; (4) Past
performance on contracts with Government agencies & private industry in
terms of cost control, quality of work & compliance with performance
schedules; (5) Location of principle firm within a 100 mile
geographical radius of the Charleston, SC, area; (6) Prior experience
in the design of alteration & renovation projects, development of
conceptual designs, & preparation of competitive bid documents
including estimates & specifications; (7) Computer Assisted Drafting
(ACADR12) capabilities. A/E firms are required to respond in writing if
interested & shall submit a completed SF 254 & SF 255. SF 254's are NOT
kept on file at this VAMC. Firms responding to this announcement by
Close of business, 4:30 PM, (Local Charleston, SC, time), Nov. 14,
1995, will be considered. Firms selected for interview will be
requested to present their approach for this project & demonstrate
their experience. This is not a request for proposal. Contract award is
