Architect-Engineer (A-E) services are required for design of
miscellaneous operations and maintenance projects and supporting
services at Rome Laboratory. Open-end contracts will be issued for a
period of one year with one option year. Projects will be issued to
contractor by delivery orders; no delivery order will exceed $299,000.
Cumulative amounts of all delivery orders will not exceed $750,000.
Delivery orders will be issued from time to time as the need arises
during the contract period. Design services required will be in
conjunction with minor remodeling and maintenance type projects,
including preparation of drawings and specifications. An option for
Title II Construction services will include a full range of
construction inspections, and project surveillance services. Various
types of A-E Services such as investigation, inspections, studies,
reports, and cost estimates may also be required as relates to project
design. Projects could include various combinations of disciplines.
However, it is the intent of this solicitation to choose two separate
and distinct specialists: one will focus on Architectural, Structural
and Civil Engineering (A/S/C) related projects; the other, on
Mechanical and Electrical Engineering (M/E) related projects. A minimum
of $5,000 in fees will be issued under the contract for each
specialist. Firm-fixed price A-E contract (Indefinite Delivery)
contract will be used. Some significant evaluation factors in no
particular order of importance are as follows: a. Capacity, capability
and expertise to submit project generated on Computer Aided Drafting
(CAD) systems, as well as other computer systems/software, including
but not limited to the generation of specifications, cost estimates,
timelines, spread sheets, structural/mechanical/electrical analyses,
etc. b. Specialized experience and personnel qualifications in the
submitted areas of expertise (A/S/C or M/E). c. Capacity to accomplish
work in the required time. A prompt response to requested services is
equired. d. Past experience with respect to performance on previous
work for DOD contract and for other clientele. e. Location in
geographical area of consideration (Rome, NY and vicinity) providing a
sufficient number of qualified firms respond herein. An Ombudsman has
been appointed to hear significant concerns from offerors or potential
offerors during the proposal development phase of this acquisition.
Routine questions are not considered to be ''significant concerns'' and
should be communicated directly to the Contracting Officer, E.J. Rena,
315-330-7518. The purpose of the Ombudsman is not to diminish the
authority of the Contracting Officer or Program Manager, but to
communicate contractor concerns, issues, disagreements and
recommendations to the appropriate Government personnel. The Ombudsman
for this acquisition is Vincent Palmiero, Chief, Policy and Management
Division, at 315-330-7746. When requested, the Ombudsman will maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source
selection process. Firms desiring consideration shall submit
appropriate data as described in numbered Note 24. This is not a
request for proposal. More than one contract may be awarded as a result
