Norris, (619)553-4331. This requirement is to provide Packet Data
Services (PDS) for integrated command, control, communications and
computers and intelligence (IC4I) which will be the centerpiece of
future Naval communications and an essential component of the Navy's
plan to support the National Military Strategy. The purpose of PDS is
to provide the evolutionary architecture, system engineering, and
integration framework required to develop and field an information
exchange system essential to the operational readiness and war fighting
capability of Naval Forces. Its scope encompasses both the shore
centered Global Information Exchange System (GLOBIXS) and the
tactically Tactical Data Information Exchange System (TADIXS), which
are the Naval C4I (Command, Control, Communications and Computer, and
Intelligence) architectural pillars that will provide worldwide,
interoperable communications and information transfer. In this
contract, the contractor will be required to provide system engineering
support in the areas of system architecture, system definition,
communications equipments, networking and network management, technical
analysis, prototype demonstration, operational testing, integration of
equipments to the Fleet, logistics support, and management support.
Specifically, the contractor shall provide support for PDS in the areas
of System Architecture and System Engineering, Communications
Equipment, Prototype Demonstrations, Operational Testing, Introduction
of Equipments to the Fleet, Management Support, and Logistics. The
tasking for PDS support will include development, review and analyses
of operational requirements, performing technical evaluations and
assessments; interoperability, secure voice and data encryption
requirements analyses and reviews; define, develop and review system,
subsystem and component designs interfaces, protocols and
specifications; perform trade-off studies; generate test plans, test
procedures, and test reports; conduct tests of PDS equipment and
subsystems; gather, analyze and report test data; conduct system
evaluations and performance evaluatins; support working groups and
contractor technical reviews; review data deliverables; design,
fabricate, acquire and test prototype hardware and software; support
PDS advanced development model and prototype testing by the Navy;
support the Navy's planning, installation and implementation of PDS
equipments and report the results; assess NDI/COTS components; provide
data management, configuration management and program management
support; and perform program logistics planning and support. The
contract will consist of a basic contract period of three years and two
one year option periods for a maximum contract performance period of
five years. Estimated labor hours over five years are 290,000 within
the following labor categories: Program Manager; Sr. Scientist; Sr. Sys
Engr.; Systems (Comm) Engr.; Systems Analyst; Software Engineer;
Programmer/Engineer; Design Analyst; Engineering Draftsperson;
Logistics Specialist; Eng. Technician/Assembler; Parts Fabricator;
Configuration Mgmt. Spec.; Data Mgmt Spec.; Technical Writer/Editor and
Technical Typist. The applicable Standard Industrial Code (SIC) and
