for the Command and Control Sustainment Contract (CCSC) is now
available. The CCSC acquisition is subject to full and open
competition. Its objective is to serve as a communication tool to
obtain feedback from industry. Your comments (including questions,
suggestions, challenges and general remarks) on the DRFP are requested.
All comments are due at the above address by 12:01am PST, 13 Nov 95.
Comments will not be accepted after this date. The DRFP is published
via an electronic bulletin board system (BBS). Updates to DRFP
documents may be posted on the BBS every two weeks. DRFP files are in
Microsoft Office format (Word, Excel, Powerpoint, and Access). The
numbers for this BBS are (310) 363-6612 (9600 baud), (310) 363-6613
(9600 baud), or (310) 363-1004 (2400 baud). You must have a password,
issued by the contracting office (SMC/PK), to gain access to this BBS.

any other BBS. This BBS allows downloading only. If the BBS is not

bottom of this announcement. There will be an industry briefing on 26
Oct 95 from 0800-1100 in Bldg. A1, room 1062 of The Aerospace
Corporation, 2350 E. El Segundo Blvd., El Segundo, CA, 90245 (on the SW
corner of El Segundo Blvd. and Aviation Blvd.). Identification will be
required to gain admission. Seating is limited to four people per
company. The Space and Missile Systems Center Satellite and Launch
Control Systems Program Office (SMC/CW) has a requirment for
engineering services to sustain the current Air Force Satellite Control
Network (AFSCN) Command and Control Segment. At industry briefings on
6 Dec 94 and 21 Mar 95, SMC/CW announced that its acquisition strategy
for sustaining and upgrading the AFSCN will involve five separate
contracts. This synopsis is only for the Command and Control
Sustainment Contract (CCSC), which will acquire engineering services
for the sustainment of the current AFSCN Command and Control Segment.
The CCSC contractor will be required to perform diverse tasks on a
continuing basis in the areas of segment, systems and site level
engineering and integration, software and hardware maintenance, and
directed engineering for Command and Control Segment (CCS) data
processing systems installed at Onizuka Air Station, Falcon AFB, R&D
support sites, training facilities, and other locations. The CCSC
contractor will be specifically responsible for providing depot and
on-site support for hardware and software maintenance of mainframe and
workstation-based systems. Hardware maintenance includes maintaining
COTS equipment as well as some unique hardware and firmware. Software
maintenance involves maintaining code written in High Order Languages
(JOVIAL, FORTRAN, Ada, etc.) and assembly language, as well as
providing software upgrades of COTS and government non-developmental
item software packages. The period of performance extends from award to
30 Sep 2003. The contract type is primarily cost plus award fee. An
organizational conflict of interest provision will preclude the award
of the CCSC and Network Integration Contract to the same company (See
DRFP Section H). Companies or parent companies bidding on the CCSC must
be American owned. Contract security requirements are provided in DRFP
Attachment 5. This synopsis is for information and planning purposes
only, it does not constitute a RFP. The final RFP is anticipated for
release in Jan 96 with receipt of proposal within 45 days. A Commerce
Business Daily announcement will be issued announcing final RFP
