Ferrocarriles Nacionales de Mexico (FNM) invites submission of
proposals from interested U.S. firms which are qualified on the basis
of experience and performance to complete a feasibility study for an
Environmental Management Project. FNM is a Government-owned agency
which is responsible for running Mexico's railroads. Currently FNM
operates a total of 58 facilities for servicing and filling the
locomotives scattered throughout the country. All of these facilities
are engaged in activities which result in diesel and oil spill, solvent
spill, and spill of untreated fluids, including hazardous and toxic
fluids. These spills are contaminating soil and groundwater. Some 29 of
the facilities are reaching serious condition and need immediate
remediation.The objectives of the proposed study will be to (i) conduct
a detailed assessment of the extent and type of water pollution and
soil contamination resulting from selected workshops/facilities of
Ferocarilles Nacionales de Mexico(FNM) in Mexico, (ii) identify
appropriate remediation technologies and develop cost estimates, (iii)
develop an investment plan for the selected facilities, and (iv)
develop an overall investment plan for all of the FNM facilities based
on the study of a sample of selected facilities. It is anticipated
that the Consultant will select 5 facilities which will be
representative of the entire family of FNM facilities. The scope of the
study will include an assessment of the most applicable technologies,
the cost of these technologies, the cost of these technologies, an
economic and financial analysis, and an investment and financing plan.
The Consultant will carry out a number of tasks as part of the
proposed feasibility study. These will include the following: 1. Site
Selection and Data Collection 2. Conduct Detailed Audits of Selected
Sites.3. Determine Appropriate Remediation Technology and Cost 4.
Develop an Investment program for the Five Selected Sites 5. Develop a
Technical Program for the Remaining Facilities 6. evelop an Overall
Investment Program for the FNM Facilities 7. Assist FNM in Developing
Financing Options 8. Review Existing and Proposed Water and Soil
Cleanup Legislation 9. Prepare and Submit all Reports A background
information package, including a Definitional Mission report, TDA
nationality requirements, grant agreement between TDA and FNM, and
model services contract is available from the U.S. Trade and
Development Agency (''USTDA''), Room 309, SA-16, Washington, DC
20523-1602. Requests for the background information package should be
faxed to the IRC, USTDA (fax: (703) 875-4009). Please include: your
name, company name, address, and telephone number. No telephone
requests will be honored. If you would like the report sent to you via
courier delivery service, include the name of the courier company and
your firm's account number. Only U.S. firms and individuals may bid on
this USTDA-financed activity. Interested firms, their subcontractors,
and individuals (including employees of such firms and subcontractors)
must qualify under USTDA's nationality requirements as of the due date
for submission of proposals and, if selected to carry out the
USTDA-financed activity, must continue to meet such requirements
throughout the duration of the USTDA-financed activity. All goods and
services to be provided by the selected firm and its subcontractors
must have their nationality, source, and origin in the United States or
Mexico. In no case shall goods or services having their nationality,
source or origin in Mexico exceed twenty percent of the amount of the
grant provided by TDA. Interested firms shall submit one (1) original
and eight (8) copies of their proposal directly to FNM. Proposals will
be in the Spanish language, with one copy in English. Proposals
received by fax cannot be accepted. The following sections and content
are required for each proposal submitted to FNM: 1)Transmittal Letter
2) Cover/Title Page 3) Table of Contents 4) Introduction and Executive
Summary, describing the major facts or features of the proposal,
including any conclusions, assumptions, and generalized recommendations
the Offeror desires to make 5) Company Information, including name of
firm and business address, telephone and fax numbers, year established
(include former firm names and year established, if applicable), type
of ownership and parent company, if any, and project Manager's name,
address, telephone nd fax number, if different from (1) 6)
Organizational Structure, Management Plan, and Key Personnel, including
a description of the proposed project organizational structure and how
the project will be managed, the principal and key staff assignments
for this feasibility study, a listing of personnel (including
subcontractors and consultants) to be engaged in the project, either
U.S. or local with the following information for key staff: position in
the project; pertinent experience, curriculum vitae; other relevant
information; if subcontractors are to be used, the organizational
relationship between the firms must be described; a manpower schedule
and the level of effort for the project period, by activities and
tasks, as detailed under the Work Plan shall be submitted 7) Technical
Approach and Work Plan, describing in detail the proposed technical
approach and work plan, including a brief narrative of tasks within
each activity series, a detailed schedule of performance that describes
all activities and tasks within the Technical Work Plan, including
periodic reporting or review points, incremental delivery dates, and
other project milestones, an explanation of when and where Offeror will
require support from the grantee. Offerors may elect to propose
alternative approaches and/or activities and tasks if it is felt they
will provide technical, schedule, or other advantages to the grantee 8)
Experience and Qualifications, consisting of a discussion of the
Offeror's team's experience and qualifications which are relevant to
the objectives and Terms of Reference for the Feasibility Study and
relevant experience and qualifications of key staff proposed; proposals
will also include verifiable project references (no more than 6 (six)).
Proposal sections and pages shall be appropriately numbered and the
proposal shall include a Table of Contents. Offerors are encouraged to
submit concise and clear responses to the Request for Proposals.
Proposals shall contain all elements of information requested without
exception. The grantee reserves the right to include any part of the
selected proposal in the final contract. The proposal shall consist of
a technical proposal only. No cost proposal is required as the value
of the TDA grant is established at U.S. 487,000 dollars. Selection of
the consultant will be administered by the FNM based on the following
criteria: 1. Corporate experience in designing ad operating waste
management facilities and wastewater treatment plants including
developing specifications, procurement, installation and operation.35%
2. International experience of the Consultant, particularly in similar
size projects in other countries.10% 3. Proposed methodology and
soundness of the approach to manage the study and develop and submit
all reports. 20% 4. Background and experience of the proposed experts,
particularly field experience in designing, operating and managing
waste management facilities.30% 5. Proposed experts' experience in
Mexico5%TOTAL 100% The selection of the qualified firms will be on the
basis of the criteria listed above. FNM reserves the right to reject
any and/or all proposals. FNM will prohibit the selected firm from
participating in the implementation of the feasibility study
recommendations on the five selected sites; however, firms will be
allowed to compete for work on the remaining sites to be remediated by
FNM. The proposals must be received by FNM on November 30, 1995. FNM
is not bound to pay for any costs associated with the preparation and
submission of the proposal packages. The packages should be addressed
to FNM. Firms agree by their response to this announcement to abide by
