Fleet and Industrial Supply Center, Norfolk Detachment Washington,
Washington, DC has a requirement to procure services for
painting/preservation, interior & exterior of naval ships. Work
includes providing all labor, materials, equipment, transportation, and
supervision necessary to complete work requirements. The contractor
will be required to perform on a short notice basis and be able to
complete the job within the specified amount of time allotted.
Interested parties must be familiar with Occupational Safety and Health
Administration (OHSA), Title 29 CFR Part 1915, Occupational Safety and
Health Standards for Shipyard Employment, National Fire Protection
Association (NFPA), Standard 312 Fire Protection of Vessels during
Construction and Repair, Best Management Practices Manual for Ship
building and Repair Industry (BMP), Commonwealth of Virginia State
Water Control Board and Environmental Protection Agency (EPA), laws and
regulations. Interested parties must also be knowledgeable in the area
of marine painting. This will be a Firm Fixed Price, Indefinite
Quantity, Indefinite Delivery type contract which will be awarded for
a base year with four one-year options. Place of performance shall be
at various shipyards located within a one hour commute from Fleet and
Industrial Supply Center, Norfolk, VA. This proposed contract is being
considered as a 100 percent set-aside for small business concerns, as
defined by the clause at 52.219-6 of the Federal Acquisition
Regulation. Interested Small Businesses should contact the contracting
office as early as possible, but no later than 15 days after this
notice, evidence of their capability to perform the contract, and a
positive statement of their eligibility as a small business is
required. If adequate response is not received from small business
concerns, the solicitation will instead be issued, without further
notice, as: Unrestrictd (Full and Open). Therefore, replies to this
notice are also requested from Large Business concerns. SIC 1721 Small
Business Size Standard $7.0. A preproposal conference will be held at
a later date to entertain contractor questions and concerns. Requests
