in accordance with Article 10.6. G/TBT/Notif. 95.273. 1. Member to

Amendment to the List of Toxic Substances (Schedule 1) (pages
3069-3079). 6. Description of content: Recognizing that
chlorfluorcarbons (CFCs) and halons deplete the ozone layer and have
adverse effects on the environment, Canada, along with 23 other
nations, signed the Montreal Protocol on Substances the Deplete the
Ozone Layer on 16 September 1987. This treaty is designed to prevent a
global environmental and health problem for reaching the crisis stage.
The Montreal Protocol has been revised twice to accelerate the
phase-out dates for CFCs and halons to control new substances
considered damaging to the ozone layer. Between 1989 and 1994, Canada
adopted adequate regulations to meet its Montreal Protocol commitments.
The Ozone-Depleting Substances Regulations (ODS Regulations), which
came into force on 2 June 1994, replace Ozone-Depleting Substances
Regulations Nos. 1, 2 and 4. These Regulations control the import,
manufacture, use, sale and export of bulk ozone-depleting substances.
They reflect Canada's commitments with respect to consumption
(consumption = production + imports - exports) of ozone-depleting
