notification is being circulated in accordance with Article 10.6.

provided in addition, where applicable): Fairground and playground
equipment. 5. Title and number of pages of the notified document: Order
on the Safety of Fairground and Playground Equipment (31 pages). 6.
Description of content: The order prescribes general safety
requirements for fairground and playground equipment. Technical
construction files must be drawn up for new fairground and playground
equipment. Fairground and new playground equipment shall be provided
with instructions for use. All fairground equipment shall be tested at
regular intervals. The testing obligation for playground equipment is
limited to type approval of new playground equipment. Testing of
fairground and playground equipment shall only be carried out by
appointed testhouses. The order allows for the possibility of deeming
tests of other EU testhouses to be equivalent. If the equipment meets
the standards specified in this order, then it is likely the general
safety requirement is also met. It is our intention to indicate the CBN
standards for fairground and playground equipment which are currently
being drafted as soon as they are ready. Additionally, the order also
prescribes a general guideline for looking after the equipment. The
person who looks after the equipment must make every effort to ensure
that the safety and health of people is not jeopardized. Every piece of
equipment shall be accompanied by a logbook in which a record of
testing, inspections and maintenance is kept. 7. Objective and
rationale: The private-sector registration system shows that, in the
Netherlands, too many accidents take place involving fairground and
playground equipment. The objective of the order is to curtail the
accidents which involve playground equipment and fairground equipment
(funfairs and theme parks). In line with the objective of the WHO, it
aims to reduce the number of accidents by 25 per cent within 10 years.
