Weapons Division China Lake CA intends to award a contract to
Rocketdyne Division Rockwell International, Canoga Park, CA, under an
other than full and open competition basis to perform a Liquid
Hydrocarbon Injection Evaluation which will evaluate techniques for
enhancement of liquid hydrocarbon ignition, flame stabilization, and
combustion efficiency utilizing an existing Liquid Injection System of
Rocketdyne (LISRD) hardware which is designed and fabricated by the
Rockwell Division/Rockwell Aerospace under Independent Research and
Development (IR&D) funds. A data base has been established for this
hardware which will be extended under the planned effort. This data
base was developed through IR&D funds and prior Government efforts. The
LISRD hardware utilizes a solid gas generator to provide a continuous
pilot which is mandatory for the investigation. The utility of a solid
gas generator for supersonic combustion has been jointly investigated
by Rocketdyne and the Naval Air Warfare Center Weapons Division China
Lake during FY-94/95. The liquid hydrocarbon injection can only be
performed using the LISARD hardware which is unique and proprietary to
Rocketdyne. In addition, Rocketdyne is the only contractor who has
personnel knowledgeable to operate the LISRD hardware. Responses to
this intent to solicit, other than Rockwell, should be submitted in
