C -- RENOVATION OF THE EXISTING CENTRAL CHILLED WATER PLANT ASSOCIATED WITH MAJOR BUILDINGS LOCATED WITHIN THE LAUNCH COMPLEX 39 AREA OF E KENNEDY SPACE CENTER SOL R-126 DUE 112095 POC Vernetta Chavis, Contract Specialist, OP-ESO-A, 407-867-7230 Mitch Colvin, Contracting Officer. 100% Small Business set-aside with subcontracting limitations in accordance with FAR 52.219-14, SIC code 8711 with a size standard of $20 million applies. This synopsis specified the Government requirement, there is no separate solicitation package. No more than one copy of the A&E's response to this notice is required. KSC's VAB Utility Annex Chilled Water Plant will be renovated by conversion of the R-12 chillers to an acceptable replacement refrigerator or replacement of the existing chillers with those using an acceptable refrigerant. Renovation and/or upgrading of the electrical systems associated with the chillers is also anticipated. The resultant system will have a total production capacity of 12,500 tons. Typical services may include studies, size investigations, analyses and calculations, topographical surveys, soil testing, cost estimating, environmental assessments and design and related professonal services, the results of which will be incorporated into a final package suitable for IFB procurement of construction for the VAB Utility Annex Central Chilled Water Plant. Other services may include project management, technical assistance during the bid cycle, review of shop drawings, supervision/inspection of the construction work, preparation of the record drawings, activation engineering and operations/maintenance and systems analyses documentation preparation. The Scope of Work will include renovation to the existing building to house the system renovation, modification to control systems, reclamation of refrigerant and refrigeration system. Installation/conversion of chiller(s), pumps and piping, associated electrical systems, etc. will be required to implement this system renovation. Modifications to the control system will include control of pumps and chillers, monitoring water flows, installation of two-way valves for the air handling units at some of the major buildings and other systems associated with Heating Ventillation Air Conditioning and Refrigeration (HVAC) systems within the Launch Complex 39 area of KSC. The project will includ but may not be limited to site work, plumbing, HVAC, electrical power and communications distribution, structural steel, concrete and masonry work, roads, and paving. Strong demonstrated qualifications are desirable for cross country chilled water distribution systems, large capacity chiller plans, associated electrical systems, renovation work for chilled water plants and controls for chilled water distribution systems. The preliminary cost estimate range for this project is 3 to 8 million dollars. The A/E must have demonstrated experience in the type of facility design and services identified above. The A/E must have the capability to provide all personnel to perform the work identified and must have on his staff, as a minimum, one (1) Civil Engineer, two (2) Mechanical Engineers, one (1) Electrical Engineer, one (1) Controls Engineer, and one (1) Structural Engineer. The A&E must have experience in preparing studies and designs for construction and modifications to chilled water distribution systems, chiller plants, large HVAC systems and HVAC control systems. The following evaluation factors are in descending order of importance and will be used in the evaluation of all A&E submittals for this project. NASA will consider the immediate past 10 years as the period of time for evaluation under factors (1) and (2). 1) Specialized experience and technical competence in the type of work required. 2) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedule. 3) Professional qualifications necessary for satisfactory performance of required services. 4) Capacity to accomplish the work in the required time. 5) Location of the essential staff for this project (or a commitment to locate) in the general geographical area of the project and knowledge of the locality of the project, provided that application of this criterion leavess an appropriate number of qualified firms given then ature and size of the project. 6) Volume of work (A&E Fees) previously awarded to the firm by NASA during the last ten years with the object of effecting an equitable distribution of contracts among qualified architect and engineer firms, including minority-owned firms and firms that have not had prior NASA contracts. 7) Demonstrated success in prescribing the use of recovered materials and achieving waste reduction andenergy efficiency in facility design. As a part of your submittal, provide in order of the above factors, a specific response to each factor. Specify A&E fees, if any, received by prime contract with NASA. A&E's responding to this notice should submit, along with the Standard Forms 254 and 255, any additional information that they deem to be of benefit to their firm in the selection process. The proposed design team qualifications as they relate to the specialized experience and technical competence required for this project should be stated. The closing date for responding to this notice is close of business 11/20/95. Offerors are cautioned that submittals received after the specified closing date may be considered late--see note 24--all references in numbered Note 24 to the Department of Defense shall be changed to read National Aeronautics and Space Administration.
