Prisons (BOP) is seeking a contractor to provide a video conference
call system linking the Federal Correctional Institution (FCI)
Otisville, New York, to unspecified location(s) in New York City. The
purpose of the system is to provide attorneys and others who need to
converse with inmates at FCI Otisville for pre-trail interviews, to
obtain depositions, or other reasons, to do so via a video conference
call system in lieu of commuting to the institution. In addition, there
is a potential for using this system for inmate social visits. Users
may include lawyers, public defenders, court officials, family and
friends of inmates. All costs associated with the installation and
operation of this system, including but not limited to any
modifications required at the FCI Otisville and/or the New York City
location shall be absorbed by the contractor. The contractor shall
establish a fee schedule for the use of the system and recover his/her
initial investments and operating costs, as well as a reasonable
profit, through the collection of fees. Solicitation packages are
anticipated to be issued on or about November 1, 1995. Contract period
will be a one year base period with four one year option periods. All
responsible sources may submit an offer which will be considered by
the Agency. Requests for solicitation packages must be submitted in
