(703)875-1017 USAID anticipates awarding up to five (5) Indefinite
Quantity Contract (IQC) from this solicitation, of which one (1) will
be set aside for small business concerns, one (1) for qualified 8(a)
firm, and three (3) will be awarded by full and open competition. The
SIC code for this three year, maximum $3 million value IQC solicitation
is 8742, and the small business size standard is $5 million. The
purpose of the Integrated Studies and Systems Project is to obtain
professional performance measurement, evaluation, and related technical
services for USAID, cooperating country agencies, and other development
partners. In order to manage its diverse activities to achieve
significant development results, USAID managers need a sound and
well-informed basis for assessing how well or poorly programs are
performing. This requires ongoing monitoring and evaluation programs at
the Agency level, in field Missions and central offices responsible for
designing and implementing development programs, and in cooperating
country agencies and other development partners. This project funds
technical services tosupport USAID's overall effort to manage for
results. A Request for Proposals (RFP) will be issued no earlier than
15 days from the date of publication of this notice. The deadline for
receipt of proposals will be about 30 days after the date of RFP
issuance. All responsible sources may submit a proposal which will be
considered by the Agency. No less than ten (10) percent of the total
value of the contract will have to be subcontracted to Gray Amendment
entities (U.S. socially and economically disadvantaged, including
women-owned business; historically black colleges and universities
whose student body is at least 40% Hispanic American, and U.S. private
voluntary organizations controlled by socially and economically
disadvantaged individuals including women in accordance with Part 19 of
the FAR and Part 726 of the AIDAR.) To help identify potential
subcontractors, a list of all organizations requestin a copy of the
solicitation will be sent with each solicitation document.
Organizations are encouraged to indicate whether they are Gray
Amendment entities when requesting the solicitation and may indicate
that they do not wish to be included on the list. By providing the
list, USAID does not endorse the listed organizations as being capable
of carrying out the activity, nor does USAID verify the claimed status
of the organizations. Necessarily, the list will contain the names of
only those organizations known prior to the issuance of the
solicitation document. Proposals shall include plans reflecting no less
than ten (10) percent subcontracting with the above-defined entities.
Proposals not including such plans will be considered to be non-
responsive. In addition to the above requirement, in accordance with
FAR 52.219-9, a small business/small disadvantaged business
subcontracting plan must be submitted unless the offeror is a small
business or small disadvantaged business. All other selection criteria
being found equal, the participation of such additional small business
subcontracting may become a determining factor for selection.
