solicitation consists of 7.7 miles of grading, drainage, base, paving
and 2 bridges. Project includes: construction survey & staking;
construction scheduling; contractor sampling & testing; 20,000 ton hot
asphalt concrete pavement; 1,200 ton asphalt cement; 40 acres clearing
& grubbing; 900 lnft concrete curb; 7,000 cuyd stockpiled aggregate;
44,000 ton emulsified asphalt treated aggregate base; 17 ea precast
prestressed concrete structural members; 1,120 lnft modified steel
H-piles; 2,500 lnft silt fence; 1,400 lnft earth berm; 40,000 cuyd
excavation & embankment; 8,000 sqft gabion-faced retaining wall; 3,500
sqyd earthwork geotextiles; 6,075 lnft removing & resetting guardrail
beam elements; 13,800 lbs epoxy coated reinforcing steel; 3,500 cuyd
loose riprap; 2 ea removal of bridge; 2 ea removal of cattleguards;
6,000 hr flagger; 177,000 lnft permanent pavement markings; and other
small items of work. PRELIMINARY PLANS will be available on or about
October 27, 1995. Work shall be completed by November 8, 1996.
Estimated price range is between $2,500,000 and $5,000,000.
Presolicitation Notices are being provided to firms on this agency's
mailing list concurrently with the publication of this synopsis.----The
following applies only to Minority, Women-Owned and Disadvantaged
Business Enterprises: The Department of Transportation (DOT), Office of
Small and Disadvantaged Business Utilization (OSDBU), has programs to
assist minority, women-owned and disadvantaged business enterprises to
acquire short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, performance and payment bonds up to
$1.0 million per contract. The DOT provides an 80% guaranty on the bond
amount to a surety against losses. Loans are also available under the
DOT Short Term Lending Program (STLP) at prime interest rates to
provide accounts receivable financing. The maximum line of redit is
