Hoboken, NJ 07030-5502 C -- INDEFINITE QUANTITY CONTRACT FOR PREPARATION OF DRAWINGS,
SPECIFICATIONS AND COST ESTIMATES REQUIRED FOR COMPETITIVE PROCUREMENT
OF CONSTRUCTION WORK BY THE WESTCHESTER DISTRICT SOL 332495-96-A-0397.

The contract is for architect-engineer (A-E) services in the
Westchester District of the New York Facilities Service Area. The USPS
reserves the right to select two (2) or more firms. The Counties
covered by the contract are Rockland, Orange, Westchester, Dutchess,
Putnam, Ulster, Sullivan, Delaware, Greene, Albany and Columbia, within
the State of New York. The contract, for a guaranteed minimum amount of
$5,000.00 will be for one year containing four (4) one-year renewal
options, with individual work orders being issued. Each work order will
be negotiated as an individual project. Work orders for any one project
cannot exceed $100,000.00 and the total dollar amount of work orders
issued within a 12-month contract period cannot exceed $500,000.00. The
total contract amount, over the 5-year maximum term cannot exceed $2.5
million. The A/E firm shall be architecturally oriented with in-house
Mechanical, Electrical, Structural capabilities or have consultants
with those disciplines. Firms will be considered in each instance in
the following order of preference: 1) In-house capabilities; 2) local
(within the area described above); 3) within 25 miles of the local
area; 4) State of New York; 5) all others. To the fullest extent, the
U.S. Postal Service welcomes the participation of women and/or
minority-owned/operated A/E firms. Firms that have the qualifications
to perform the services described are invited to submit a completed
SF255, Architect/Engineer and Related Services Questionnaire form
specific project; a completed SF 254 for each of its proposed
consultants to the office shown above, postmarked not later than
November 9, 1995. The selection will be conducted by using both the
submitted SF255 and SF 254's. Interested firms with more than one
office must indicate on the SF 255 the staffing composition of the
office in which the work will be performed. Firms will be considered as
local only if their sole office is in the local geographic area or they
have a local branch office and all the architectural and mechanical,
electrical design, coordination, and management of the project will be
performed in that office. There is no restriction on the geographic
location of consultants. The contract contains a requirement for
evidence of current errors and omissions insurance. It is prohibited to
pay any fee, commission, percentage, or brokerage fee to any person or
firm contingent upon or resulting from award of ONLY or
hand-delivered. PERSONAL VISITS AND TELEPHONE CALLS for the purpose of
discussing this project ARE NOT PERMITTED. No other general
notification of this project will be made. Submissions will not be
