Transportation Safety Board is soliciting information and follow-up
discussion on a High Visibility Vest which shall have the following
characteristics. The material for the front and back shall be high
performance breathable nylon and shall be launderable. Open weave or
mesh type material will not be suitable. The color shall be florescent
strong yellow-green and color fast. The vest shall be trimmed in a
retroreflective binding that appears silver-grey in daylight and
reflects silvery white. High visibility markings shall be attached to
the front and shall be 2 parallel horizontal strips of inch wide
florescent orange-red with a 3/4 inch retroreflective material in the
center which appears silver-grey in daylight and reflects white. The
ends shall be sewn under the retroreflective binding. The bottom edge
of the bottom markings shall be approximately 5 inches from the bottom
edge of the vest. The bottom edge of the top marking shall be
approximately 11 inches from the bottom edge of the vest. High
visibility markings shall also be attached to the front and shall be 2
parallel vertical strips of 2 inch wide florescent orange-red with 3/4
inch retroreflective material in the center which appears silver-grey
in daylight and reflects white. High visibility markings shall be
attached to the back and shall be 2 parallel vertical strips of 1 1/2
inch wide florescent orange-red with a 1/2 inch retroreflective
material in the center which appears silver-gray in daylight and
reflects white. The ends shall be sewn under the retroreflective
binding on the bottom vest. The markings shall be approximately 8
inches apart and shall extend from the bottom of the vest to the
shoulder, where they will meet the vertical markings on the front. The
``NTSB'' name strip shall be attached to the front of the vest and
sewn under the retroreflective binding. The bottom edge of the NTSB
strip shall be approximately 14 inches from the bottom of the vest. The
NTSB name strip shall be approximately 2 inches wide and will bear the
initials ``NTSB'' in approximately 1 1/2 inch upper case helvetica or
similar sans serf type. On the strip, ``NTSB'' shall be reversed out
and appear to be white letters by using transparent navy blue ink on
white retroreflective material. The NTSB logo strip shall be attached
to the front of the vest and sewn under the retroreflective binding.
The bottom edge of the NTSB logo strip shall be approximately 14 inches
from the bottom of the vest. The NTSB logo strip shall be approximately
2 inches wide. On this strip, the NTSB logo shall be reversed out by
using transparent navy blue ink on white retroreflective material. The
eagle and text shall appear to be white. The logo will be printed
approximately 1/4 inch from the left of the strip. The NTSB will supply
the art work for this logo. The ``NTSB'' name strip shall be attached
to t he back of the vest and sewn under the vertical high visibility
markings. The bottom edge of the NTSB strip shall be approximately 13
inches from the bottom of the vest. The NTSB strip shall be
approximately 4 inches wide and will bear the initials ``NTSB'' in
approximately 3 inch upper case helvetica or similar sans serf type. On
this strip, ``NTSB'' shall be reversed out by using transparent navy
blue ink on white retroreflective material so the letters appear to be
white. The vest will be closed by a 3 inch hook and loop type closure
sewn parallel to the horizontal high markings, approximately 8 inches
from the bottom of the vest. The vest will be secured on the sides by
3/4 inch by 12 inch straps with adjustable ``o'' ring closures. The
vest shall be ``one-size-fits-most''. Any proprietary information
should be properly identified, if provided, so it can be properly
protected. This industry survey does not obligate the government in any
manner for any future acquisitions. This is not a notice to contract.
The government does not intend to award a contract on the basis of this
request or otherwise pay for information solicited. Qualified
participants are invited to identify their interests and capability in
writing. Only detailed written responses, received within 15 days
after the publication of this announcement will be reviewed.
Information received will be considered solely for the purpose of
determining whether or not to pursue this effort based on the response
