Boundaries. Description of Work: The work to be performed under this
contract includes Value Engineering Studies and Value Engineering
Reports for Civil and Miltary projects. The performance of Value
Engineering Studies and Reports shall be accomplished by employees
trained in the principles of Value Engineering who have completed team
studies using Value Engineering methodology. Statement of Services:
The Value Engineering work included herein will consist of two basic
procedures. The first procedure is to use a team effort to perform
Value Engineering Studies utilizing the five basic steps and arriving
at proposed change which will provide life cycle savings without
sacrificing function. The procedure is to develop a report of high cost
areas. Specifically the Architect/Engineer shall perform the following:
(A) Establish Value Engineering task teams for each study as directed
by delivery order. Value Engineering task teams will be composed of a
Value Engineer and a combination of appropriate engineers in the
following: Disciplines Civil Engineer, Hydrologist, Geologist, Sanitary
Engineer, Structural Engineer, Mechanical Engineer, Electrical
Engineer, Architect, Geotechnical Engineer, Communications Engineer,
and Cost Engineer. Individuals on each team should be senior engineers
in their respective field and should be familiar with Civil and
Miltary projects. A Value Engineering team, as a minimum, will consist
of five engineers including the Value Engineer. The Value Engineer is
preferred to be a registered, certified Value Engineering specialist
(CVS), certified by the Society of American Value Engineers. The CVS is
preferred to be a registered engineer or architect. (B) These services
will be provided under an Indefinite Delivery Contract. Delivery
Orders may be issued for a period of one year from the date of contract
award. This contract will include an optional year under the same terms
and conditions as the basic contract. The cumulative amount of all
delivery orders for this contract shall not exceed $250,000 per year.
Each delivery orer shall not exceed $150,000. The Government's
obligation to guarantee a minimum amount for payment will apply to both
the first and second years . The first year minimum guarantee is $5,000
and the optional year minimum guarantee is $2,500.(C) The Value
Engineer team leader for the Value Engineering task team is preferred
to have completed the Office of Chief of Engineers 40-hour Value
Engineering Workshop or a 40-hour workshop oriented toward the
construction industry accredited by the society of American Value
Engineers and recognized as equivalent by the contracting officer. Team
members should have experience under the leadership of a value engineer
meeting the above requirements. The Closing date for submital of SF 255
is thirty (30) calendar days after advertising date of this CBD
announcement. If this date falls on a Saturday, Sunday or a Holiday,
the closing date will be on the next business day. Firms should submit
their qualifications on 11-92 version of SF255 and Sf254. SF254 should
reflect the overall firm's capacity, whereas SF255 should reflect only
the personnel dedicated to the specific project referenced in the
submittal. If subconsultants are to be utilized, a Sf254 must be
submitted for each subconsultant. These guidelines should be closely
followed, since they constiture procedural protocol in the manner in
which the selection process is conducted. Evaluation factors in
descending order of importance: (A) Professional qualifications
necessary for satisfactory performance of required services. (B)
Specialized experience and technical competence in the type of work
required. (C) The capacity of the firm to accomplish the work in the
required time. (D) Past performance on contracts with government
agencies and private industry in terms of cost control, quality of
work, and compliance with performance schedules.(E) Location in the
general geographical area of the project and knowledge of the locality
of the project, provided that application of this criterion leaves an
appropriate number of qualified firms, given the nature and size of
the project. (F) Extent of participation of small businesses, small
disadvantaged businesses, historically black colleges and universities,
and minority institutions in the proposed contract team, measured as a
percentage of the total estimated effort. (G) Volume of work
previously awarded to the firm by the Department of Defense (DOD), with
th object of effecting an equitable distribution among qualified A/E
firms, including small and small disadvantaged business firms and the
firms that have not had prior DOD contracts. Start date: Jan. 1996.
Completion date: Jan 1997. Small and Small disadvantaged firms are
encouraged to participate as prime contractors or as members of joint
ventures with other small businesses. All interested large firms are
reminded that the successful firm will be expected to place
subcontracts to the maximum practical extent with small and small
disadvantaged firms in accordance with public law 95-507. If a large
business firm is selected, a small business subcontracting plan will be
required prior to award. Firms which have not previously applied for
the new York District projects and firms who do not have a current SF
254 on file with the New York District should submit two (2) copies of
the SF 254 with this initial response to CBD announcement. Firms using
consultants should submit copies of the SF 254 of three subconsultants.
