BALTIMORE ITS EARLY DEPLOYMENT PLAN The Baltimore Metropolitan Council
(BMC), in cooperation with the Maryland State Highway Administration
(SHA) and the Federal Highway Administration (FHWA), seeks a qualified
contractor to prepare an Intelligent Transportation Systems (ITS)
Early Deployment Plan for Metropolitan Baltimore, as part of FHWA
Project No. ITS-9524(601). Contractor work will be done in two phases:
(1) ITS User Services Plan and ITS Strategic Deployment Plan, and (2)
a Detailed Implementation Plan including an initial deployment of one
or more high priority user services. This procurement will be done in
two steps: (1) Contractors are invited to submit Qualification
Packages prepared following the instructions in the RFQ/RFP available
from BMC at the point of contact listed above. Contractors may form
teams with subcontractors. A Contractor Selection Panel appointed by
BMC will evaluate the qualification Packages and select a Reduced
Candidate List. (2) Contractors included on the Reduced Candidate List
will be invited to submit Technical and Price Proposals prepared
following the RFQ/RFP. The Contractor Selection Panel will select the
winning proposal based on technical merit and price/value contributed.
This procurement includes a DBE participation goal. Details are
included in the RFQ/RFP. DBEs are encouraged to respond to this
solicitation. Interested contractors should contact address above as
soon as possible to receive a copy of the RFQ/RFP. Qualification
Packages prepared by Contractors following the procedures detailed in
the RFQ/RFP must be received by BMC at the address given above no later
