following information is provided to do a Market Survey of Industry to
determine if there are any potential contractors, in addition to GTE
Government Systems Corporation, who have the skills, knowledge, and
resources to complete this effort. The ICBM Systems Program Office
(SPO), Ogden Air Logistics Center (OO-ALC), is planning to implement a
follow-on effort to the current electromagnetic pulse surveillance
program. This follow-on activity will baseline all elements of the
current program including all services and technical support to support
the integrated tests and analyses applicable to the LGM-30G Minuteman
Weapon System. This effort will consist of engineering services support
to include program planning and program management, acquiring and
maintaining nuclear surety, safety, and personnel reliability program
certification, as well as test data reduction and analysis. It will
also consist of hardness surveillance technical support to include site
testing and inspection, as well as field support for program
management, planning, on-site data reduction and analysis to support
testing, and problem identification and resolution. To be considered a
qualified source, the offeror shall: (1) posses demonstrated system
level understanding of the LGM-30G Minuteman Weapon System and the
requirements placed on the system; (2) possess demonstrated ability to
conduct system level electromagnetic pulse testing; (3) possess
demonstrated ability to provide necessary program management and
planning; (4) possess or have available those persons meeting
acceptable skill requirements. In order to substantiate these
qualification requirements, potential offers shall provide detailed
written information that substantiates their (1) expertise, knowledge,
and understanding of the LGM-30G Minuteman weapon system; (2) system
level electromagnetic pulse test capabilities; (3) appropriate
management, engineering, and technical experience in all applicable
areas required to conduct the program without significant technical,
chedule, performance or cost risk. The response shall also describe the
potential offeror's qualifications in the following areas: (1) ICBM
programs. Describe current and past Minuteman III related programs
conducted by the potential offeror and their relevance to this effort;
(2) Management System. Describe the proposed management approach to be
employed on the follow-on program; (3) Personnel Experience. Describe
the qualifications of personnel projected to work on this program; (4)
Facilities. Describe the facilities projected for use on this program.
Include projected facilities required to support both Ogden and field
related activities; and (5) any other factors indicative of the
offeror's capability to successfully perform. The government does not
intend to contract on the basis of this request or otherwise pay for
the information solicited. Release or distribution of your response
will be approved by the Contracting Officer. It is suggested that small
business firms or others interested in subcontracting opportunities in
connection with the described effort make contact with the firm
listed. All interested, responsible parties should submit two copies of
