Martin J. Jakim The Environmental Protection Agency (EPA) is seeking
analytical and technical assistance to support functions within the
Characterization and Assessment Division (CAD) of the Office of Solid
Waste (OSW). CAD is responsible for developing and evaluating test
methods, refining the test methods for the characterization of
hazardous waste, training manual preparation, quality assurance and
quality control, and other aspects of the hazardous waste regulations
promulgated under the Resource Conservation and Recovery Act of 1976.
Under this procurement the offeror will develop and evaluate new test
methods, analyze and evaluate existing methods, develop quality
assurance programs and quality control materials, and conduct
environmental, economic and regulatory analyses to access the impact of
policies, programs, and regulations in the area of hazardous waste.
Offerors submitting written proposals will be required to perform two
preaward audit sample analyses. One sample will be tested for those
metals listed in 40 CFR Part 261.24 and the second sample will involve
the determination of twenty (20) or fewer organic compounds in a waste
sample. The contract to be awarded will be a cost-plus-fixed-fee with
a period of performance of one (1) twenty-four (24) month base period
and three (3) twelve (12) month option periods. The contract has a
potential maximum level-of-effort of eighty-seven thousand and seven
hundred and fifty (87,750) labor hours, a potential thirty-five
thousand and five hundred (35,500) labor hours within the base period
and seventeen thousand and seven hundred and fifty (17,750) in each
option period. The Standard Industrial Classification for this effort
is 8741. It is anticipated that the Request-for-Proposal for this
effort will be released approximately forty-five (45) days after the
publication of this announcement. Request for the RFP shall be in
