Raglind, (703) 805-2970 1. CONTRACT INFORMATION: Environmental work to
be performed under this contract will include, but will not be limited
to, preparation, performance, and/or development of any or all of the
following: Environmental assessments and environmental impact
statements; Clean Air Act compliance support, including Title V
permitting; site and facility environmental audits; solid waste
management plans, solid waste disposal permits, and economic studies
for solid waste management; reporting requirements under the Emergency
Planning Community Right-to-Know-Act; pollution prevention plans;
environmental base line surveys; environmental risk assessments;
evaluations of historic and archeological resources; National Register
of Historic Places nominations; socioeconomic impact analyses; design
and preparation of plans/specifications for environmental projects,
including hazardous and toxic waste (HTW) sites and facility closures;
asbestos and lead-based paint testing, management planning, and
abatement design; detailed record and title searches; various type of
field investigations, including soil borings, soil and gas analyses,
topographic surveys, mapping, and monitoring well installation; water
quality assessment of ground water, wastewater, and potable water; UST
investigations, including testing and analysis, as well as post-
closure site assessment and corrective action planning; chemical
sampling and analysis; technical reviews of reports prepared by others;
construction cost estimating for environmental projects; wetlands
studies and delineations; preparation of permit applications; and the
provision of miscellaneous Title II services in support of the above.
Type of contract is fixed price. Contract will be for a 12 month period
with the option to extend 12 months. Cumulative total of this award
will not exceed $750,000 per 12 month period. Individual delivery
orders shall not exceed $150,000. The contract anticipated award date
is March 1996. Subcontracting Plan Requirements: If the selected firm
is a large business concern, a subcontracing plan will be required, on
that part of the work it intends to subcontract, consistent with
Section 806(b) of PL 100-180, PL 95-507, and 99-661. A minimum of 25%
of the total planned subcontracting dollars shall be placed with small
business concerns (SB), and 8% be placed with small disadvantaged
businesses (SDB), including Historically Black Colleges and
Universities or Minority Institutions, and 5% with Women-Owned
Businesses (WOB). This plan is not required with this submittal. 2.
PROJECT INFORMATION: Environmental work to performed under this
contract will include, but not limited to, any or all of the following:
(a) Preparation and update of the installation's natural resources
management plans; b) Preparation of integrated pest management plans
for horticulture and landscape activities; c) Environmental assessments
and environmental impact statements; d) Wetlands investigations and
delineations; e) Stormwater management planning; f) Erosion and
sediment control planning; g) Cultural resources assessment and studies
(to include evaluation of historic structures and archeological sites
in accordance with the Secretary of Interior's standards); g) HAGS/HAEC
documentation; h) National Register of Historic Places nominations; i)
Site and facility environmental audits; j) Environmental studies and
reports; k) Environmental baseline surveys; l) Environmental risk
assessments; m) site surveys and data gathering, as directed to develop
and evaluate energy conservation opportunities (to include preparation
of comprehensive reports documenting work performed, the results,
recommendations and complete programming documentation); n) Design and
preparation of plans/specifications for environmental projects
including hazardous and toxic waste (HTW) sites and facility closures;
o) Asbestos and lead paint testing, management planning, and abatement
design; p) Record and title searches; q) Field investigations including
soil borings, soil gas analyses, topographic surveys, mapping,
monitoring well installation, and groundwater/wastewater potable water
quality assessments; r) Underground storage tank investigations; s)
Chemical sampling and analysis; t) Development of budgets and
construction cost estimates; u) Technical reviews of reports prepared
by others; v)Preparation of permit applications; and w) Miscellaneous
Title II Services in support of the above. 3. SELECTION CRITERIA: See
Numbered Note 24 for general AE selection process. The above described
work may require some or all of the following disciplines: chemistry,
biology, ecology, archeology, historic architecture, civil,
environmental, geotechnical, chemical, structural, mechanical,
electrical, and safety engineering, industrial hygiene, hydrology,
geology, cost estimating, HTW sampling and analysis, real estate
evaluation, and topographic surveying. Firms must demonstrate in-depth
knowledge of and experience with federal and state environmental
statutes, including CAA, RCRA, TSCA, NEPA, ESA, FIFRA, CWA, and in
obtaining regulatory permits. Firms must show that chemical and
Commonwealth of Virginia, and Corps of Engineers validated laboratory.
In addition to the above, the criteria for consideration for selection
will also include, in order of importance: (1) Past experience and
demonstrated capabilities inventory and permitting of air emission
sources in Virginia and in accordance with federal regulation; (2)
pollution prevention/waste minimization planning and programming; (3)
solid waste facility planning, design, and permitting in Virginia; (4)
development of all phases of EPCRA compliance, including Tier 2 and
TRI reporting requirements; (5) preparation of NEPA documentation for
DoD projects; (6) past experience in preparing plans, specifications,
and other environmental documents; (7) location of an office in close
proximity to Fort Belvoir; (8) computer capability, including
Intergraph CADD and GIS capability; (9) capacity to accomplish work
orders within required timeframes; (10) past performance of Department
of Defense contract(s) in terms of cost control, design awards, and 4.
SUBMISSION REQUIREMENTS: See Numbered Note 24 for general
Architect-Engineer submission requirements . Interested firms having
the capabilities to perform this work must submit one copy SF 255. A SF
255 must be submitted for prime and joint ventures. A SF 254 must be
submitted for prime, joint ventures, and consultants. The SF 255 and SF
254 shall clearly indicate the staffing of the office(s) indicated to
do the work. Responses to this announcement received within 30 days
