Engineering Services for Office Space, Public Space, Quarters, and Site
Work in connection with Indian Health Service facilities located within
the Dallas Office of Engineering Services Service Area. This area
includes a twenty-three state region in the southern half of the United
States. Disciplines required will be primarily architectural for
clinical and support space. The disciplines of structural, mechanical,
electrical, and civil engineering and environmental (including
asbestos) specialties may be required for designs, HVAC balancing, and
construction administration. The estimated dollar range for each
construction project is $25,000 to $500,000. Specific projects, as they
occur, will be accomplished by negotiation and issuance of delivery
orders. The amount payable under this requirements-type contract is
estimated not to exceed $100,000 per year. The performance period for
this contract will be from the date of execution and will continue for
1 year (365 calendar days). It will also have 4 1-year Options that
may be exercised by the Government. Fees for the additional year
Options will be negotiated prior to the award of the contract. This
contract is set-aside under the Buy Indian Act for 100-percent
Indian-owned, operated, and controlled firms. In accordance with Public
Health Service Acquisition Regulations (PHSAR) paragraph 380.503(e),
not more than 50-percent of the work to be performed under the prime
contract award pursuant to the Buy Indian Act shall be subcontracted to
other than Indian firms. For this purpose, work to be performed does
not include the provision of materials, supplies, or equipment.
Offerors who are currently certified by the Indian Health Service (IHS)
or the Bureau of Indian Affairs (BIA) as an ``Indian Firm'' need to
submit this certification along with their SF 254/255. Offerors who are
not currently certified by IHS or BIA are required to submit proof
(certification of tribal affiliation and degree of Indian blood issued
by BIA is acceptable proof) that the owner meets the definition of
``Indian''. All responsible firms may submit an SF 254 and an SF 255
which shall be considered by the agency. The factors for consideration
for architects/engineers and their consultants, in descending order of
priority with the first two having equal value, are: (1) The
professional qualifications of the firm and consultants. Overall
adequacy of staff, qualifications of principals and project managers,
length of time firm has been established, and qualifications as a prime
contractor; (2) The experience and qualifications of proposed key
staff. Overall design ability of principals and professionals;
experience in office space, public space, quarters, and site work for
all appropriate disciplines; (3) Past performance record on contracts
with Government agencies and private industry contracts. Presented
proof of abilities to manage, schedule, and budget projects; (4)
Analysis of current and projected work load. Combined availability of
total team response to be devoted to this project; (5) Location of the
firms' and consultants offices relative to each other and to project
sites. Firms accessibility to consultants and project. Firms which meet
the requirements described in this announcement are invited to submit:
(1) a letter of interest and the Buy Indian Certification described
above, (2) a Standard Form 254, A/E and Related Services Questionnaire
for the firm, all subcontractors, and all consultants; and (3) a
Standard Form 255, A/E and Related Services Questionnaire for Specific
Projects, to PHS-6, Barry J. Prince, Contracting Officer, Office of
Engineering Services, 1200 Main Street, Room 1900, Dallas, Texas
75202-4348 by close of business, Tuesday, November 14, 1995. No other
