Small technology companies and research institutions are encouraged to
jointly submit proposals for cooperative research and development to
the Departments of the Army, Navy and Air Force, and to the Advanced
Research Projects Agency (ARPA) and Ballistic Missle Defense
Organization (BMDO), under the Defense Small Business Technology
Transfer (STTR) Program. Proposals are limited to 25 pages under Phase
I of this three-phase program which is designed to promote innovative
solutions to the Defense Department's research and development
requirements. STTR Solicitation Number 96 will be issued December 1,
1995. A wide variety of topics are listed on which we seek proposed
solutions. Proposals are to be submitted to the addressees set tevenson
Wydler Technology Innovation Act of 1980, and contractor-operatied
federally funded research and development centers (FFRDCs) as
identified by the National Science Foundation in accordance with the
government-wide Federal Acquisition Regulation issued in accordance
with Section 35(c)(1) of the Office of Federal Procurement Policy Act.
On or shortly before November 1, 1995 and until December 1, 1995, the
topics in the STTR solicitation will be pre-released electronically,
at the NTTC location listed above, along with topic authors or other
technical experts and their telephone numbers. This pre-release will
give potential applicants an opportunity to ask technical questions
about specific solicitation topics by telephone before the solicitation
opens. Once the solicitation opens on December 1, 1995, telephone
