(NOCA). This announcement will serve as notice that the Space and
Missile Systems Center Test and Evaluation Directorate (SMC/TE),
Kirtland AFB, NM anticipates solicitation of the launch facilities and
services contract known as Spaceports. The Spaceports contract will
provide a commercial launch facilities and site capability for the
Rocket System Launch Program Office (RSLP) in support of Multi Service
Launch System (MSLS) and other vehicles yet to be determined. The
Government intends to use commercial practices and launch site
facilities for this effort. A Sources Sought Synopsis was published in
the CBD on 09 Jun 95 for this solicitation. The solicitation will be
released on or about 31 Oct 95. This acquisition will be conducted on
a full and open competition basis. Contractual effort is anticipated to
be 5 years under a Firm Fixed Price, Multiple Award, Task Order
arrangement. Interested parties must request a copy of the RFP in
writing from SMC/TEKL, Attn: Lt Sheri G. Prestipino, 3550 Aberdeen Ave
SE, Kirtland AFB, NM 87117-5776, or by telefax at (505) 846-8518.
Verbal requests for a copy of the solicitation will not be honored.
Firms having already submitted a written request to receive the RFP, or
having submitted Statements of Capability in response to the Sources
Sought Synopsis, are already on the mailing list for the RFP. Foreign
firms are advised they will not be allowed to participate as the prime
contractor. The Statement of Work and the System Requirements document
is tentatively scheduled to be published via the internet on or about
11 Oct 95 on the Phillips Lab Home page http://www.plk.af.mil/.).
Information regarding the Spaceports procurement will be available on
the STARS electronic bulletin board (EBB) maintained by the Phillips
Laboratory Directorate of Contracting at (505) 846-5854 (no parity, 8
databits, 1 stopbit, recommend emulating VT-100 terminal). An Ombudsman
has been appointed to hear concerns from offerors or potential offerors
during the proposal development phase of this acquisition. The purpose
of the Ombudsman is to receive and communicate serious concerns from
potential offerors when an oferor prefers not to use established
channels to address concerns during the proposal development phase of
this acquisition. Potential offerors should communicate first with the
Contracting Officer to request information, pose questions, and voice
concerns before contacting the Ombudsman. In those instances where
offerors cannot obtain resolution from the Contracting Officer, they
are invited to contact the Phillips Laboratory (PL) Ombudsman, Col
