18 -- SATELLITE MESSAGE AND RANGING SERVICE POC Brian Mohoney, 202-358-5168, Contracting Officer, Susan Eicher, 202-267-3665 Integrated Product Team (IPT) for GPS/Navigation Potential Sources Sought Announcement. The IPT (AND-510) is interested in obtaining information from vendors on their ability to deploy a satellite (Geostationary Earth Orbit (GEO) or another orbit that will meet the requirements discussed below) with transponder services at the GPS Link 1 (L1) frequency (1575.42 MHz) and associated ground uplink stations. This capability would become part of the FAA's Wide Area Augmentation System (WAAS). The WAAS will augment the Global Positioning System (GPS) Navigation data by providing signal integrity, accuracy enhancements and additional ranging sources to aviation users. The following requirements are applicable to the potential sources sought announcement: (1) This capability could include the addition of a payload on an existing (yet to be launched) satellite, or could be a new satellite for the specific purpose of transmitting at the GPS L1 frequency; (2) In addition to the space capability, ground stations with high availabilities would be needed; (3) The data sent in the GPS L1 frequency will be used for two purposes: (a) sending WAAS messages (formats defined by the RTCA, Inc., Special Committee 159), and (b) providing a GPS-like ranging source; (4) In addition to the normal command and control functions, the ground stations would receive the messages from WAAS Wide-area Master Stations (WMSs), format the messages for inclusion in the uplink, interleave the messages into a precisely timed pseudorandom noise code, and transmit the resulting signal to the satellite(s); (5) The satellite(s) would receive the ground-station signal and downlink it on the GPS L1 frequency; (6) After signal transmission, the ground station will receive and validate the downlink signal; (7) The coverage requirements include North, Central and South America and the Atlantic and Pacific Ocean regions; (8) The coverage requirements could be met by one or more satellites; (9) Ground station establishment (existing or new) would include working with the FAA and the WAAS prime contractor to select the site, provide high reliability communications, assess any environmental impcts, and modify or build the ground station; (10) Satellite and ground station status information would be provided to the WAAS WMSs; (11) The vendor would provide contract maintenance and logistics support; (12) While the FAA would prefer to lease the above capability, other arrangements may be evaluated; (13) All future potential dates over the next several years are of interest; the first requirement for these services is January 1, 1998. The vendors responding to this Potential Sources Sought Announcement should: (1) address how each of the thirteen requirements above will be met, (2) include a proposed system design with estimated costs, schedule, and management information, and (3) outline past experience in these areas. Provide responses within 90 days of this announcement. Responses should be in Word 6.0, confined to 75 pages (including cost and schedule), and on 8 1/2 x 11 paper (10 of the 75 pages can be fold-out for systems design diagrams).Invitations for oral presentations may be requested within 60 days after submittal. This is not a request for proposal (RFP), a promise to issue an RFP or to amend any existing RFP, or a promise by the Government to pay for information received in response to this synopsis. (0277)
