In February 1990, the U.S. Postal Service (USPS) awarded a contract to Price Waterhouse, Inc. (now Price Waterhouse, LLP) to develop and implement the External First-Class Mail Measurement System (EXFC). The purpose of EXFC is to measure First-Class Mail service performance, externally and independently, from point of entry to delivery to addressee, to generate a variety of periodic and special-purpose reports, and to help identify service problems so that corrective actions can be taken.
