Naval Air Systems Command plans to award a class of orders under Basic
Ordering Agreement N00019-94-G-0009 to conduct engineering studies on
the H-1 series aircraft to investigate airframe structural loads and
flight dynamics attributable to improvements in dynamic components,
wing stores, landing gear and other related subsystems. This
requirement will be negotiated with Bell Helicopter Textron, Inc.
(BHTI), P.O. Box 482, Fort Worth, TX, 76101, who is the sole designer
and developer of the H-1 series aircraft, and as such, the only known
source with the experience, expertise and knowledge of the specialized
technical data required for the performance of this effort within the
required timeframe. This effort shall be completed within 12 months
