requires a total food and beverage Indefinite Delivery Quantity
Contract to support the food service requirements of National Guard
units while training in the State of Tennessee. Support requirements
include providing rations and delivering them to approximately
eighty-seven (87) part-time Army Guard dining facilities located at
armories across the State of Tennessee; one (1) full time Air Guard
dining facility located at McGhee Tyson Air Base; three (3) part-time
Air Guard dining facilities located at Air Guard bases at Nashville,
Chattanooga and Memphis and three (3) Army training sites located
throughout the State of Tennessee. Additional support will include
providing intermittent food products and delivery to other State units
while training in the State of Tennessee. Non-food items will not be
included in this solicitation. Subsistence items ordered will be mostly
raw or uncooked, requiring food preparation and/or cooking by National
Guard personnel. Multiple awards may be made to support these
requirements. The State of Tennessee shall be broken down into three
(3) regions, Region 1 (East Tennessee), Region 2 (Middle Tennessee),
and Region 3 (West Tennessee). All interested vendors and suppliers are
invited to submit an offer on any one or any combination of regions.
The contract will be awarded for a base period of one (1) year with
four (4) one year options. The total cost of the contract shall not
exceed $10,000,000.00. All prospective offerors interested in
submitting a proposal in response of this Request for Proposal are
invited to request a solicitation from the Contracting Officer, USPFO
for Tennessee, ATTN: CW4 Lois J. Pyrdum, P. O. Box 40748, Powell
Avenue, Nashville, Tennessee 37204-0748. Offers will be evaluated and
award will be made in accordance with best value source selection
procedures. Award will be based on factors other than cost or price
alone. Prospective offerors will be evaluated under two general
category factors: (1) technical and (2) pricing (the business
proposal). The technical evaluation factors shall be somewhat more
important than price. The following is the technical evaluation
criteria listed in their relative order of importance: (1) Distribution
System Plan - (a) Product Availability, (b) Ordering System and (c)
Customer Service and Support, (2) Past performance and corporate
experience, (3) Quality assurance plan, (4) Management plan and
procurement pricing, and (5) Socioeconomic considerations. The
following is the business proposal evaluation criteria listed in their
relative order of importance: (1) Pricing related to sixty-eight (68)
sample food items and (2) Distribution pricing. Prospective
contractors requesting and responding to the solicitation may render
their proposal technically unacceptable if they fail to provide the
information requested in the solicitation. This project is open to
