4347. A firm-fixed price type contract, limited-competition, is
proposed with either Hughes Aircraft Co, Electron Dynamics Division or
Varian Associated, Microwave Power Tube Products Division, to
manufacture 10 ea. Traveling Wave Tube (TWT), NSN: 5960-01-386-2786 P/O
AN/TPQ-37 Radar, 100% option, delivery to New Cumberland Army Depot,
Pa. The proposed requirement is to be procured from Hughes or Varian on
on limited sole-source basis IAW 10 U.S.C. 2304(c)(1), Only One
Responsible Source, FAR 6.302-1(b)(1). The Government does not possess
technical data completely defining the form. fit and function of the
items being procured and which are also not defined by any nationally
recognized industry standard or specification. All responsible sources
may submit a proposal which shall be considered. THE U.S. ARMY
COMMUNICATIONS ELECTRONICS COMMAND (CECOM) has established an
Electronic Bulletin Board (EBB) to provide electronic transmittal of
Request for Proposals (RFPs) and Invitations for Bids (IFBs) from
Government to Industry. EFFECTIVE 1 OCTOBER 1994, ALL SOLICITATIONS
ISSUED FROM FT. MONMOUTH FOR ACQUISITIONS OVER THE SMALL PURCHASE
THRESHOLD WILL BE SOLICITED VIA THE EBB. AFTER 1 OCTOBER 1994, ONLY
THOSE PARTIES WHO DO NOT HAVE THE EQUIPMENT NECESSARY TO ACCESS THE EBB
WILL BE FORWARDED HARD COPIES UPON REQUEST. HOWEVER, AS IF 1 JAN 95
HARD COPY WILL NO LONGER BE DISTRIBUTED. (exceptions are post, Camp and
Station acquisitions.) All interested parties wishing to do business
with CECOM are invited to access, operate, send and receive data from
the CECOM EBB system. To become a user of the EBB you will need an
identification code and password in addition to a computer terminal
equipped with the necessary hardware and software to interface with the
EBB system. Detailed information regarding system requirements is
contained in the U.S. Army CECOM EBB User's Manual. A User's Manual,
Identification Code and password ill be issued upon request. All
requests must include 1) Company name, 2) points of contact name(s) and
title(s), 3)return address(es), and 4) telephone number(s). Please send
