Parker, Contracting Officer, AMSMI-AC-CBT, 205-876-4201. Synopsis No. 0467-95. Tube Launched Optically Tracked Wire Guided (TOW) Improved Target Acquisition System (ITAS). The U.S. Army is contemplating a sole source procurement of the Tube Launched Optically Tracked Wire Guided (TOW) Improved Target Acquisition System (ITAS) Post Engineering and Manufacturing Development (EMD) requirements from Texas Instruments, Dallas, Texas. The requirements consist of low-rate initial production of 15 to 45 TOW ITAS units and full-rate production options for FY 97 and FY 98 of up to 65 and up to 250 TOW ITAS units, respectively. Engineering Services, Equipment Publications, Interim Contractor Support and New Equipment Training all with FY 97 and FY 98 options will be included. The TOW ITAS Post EMD will contain both classified and unclassified data and data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C. Sec 2751 et seq) or the Export Administration Act (Title 50, U.S.C. App 2401-2402). Foreign industry may participate at the subcontractor level in relation to the TOW ITAS prime contractor. Subcontracting opportunities must be arranged between the prime and any potential subcontractors. Foreign industry and/or non-U.S. citizens desiring a copy of the releasable portion of the RFP MUST submit an official request through their respective embassy, Washington, D.C. to HQDA, ATTN: DAMI-POC. Foreign-owned, controlled, or influenced (FOCI) entities desiring a copy of the releasable portions of the TOW ITAS Post EMD RFP MUST submit an official request to U.S. Army Missile Command, ATTN: AMSMI-SI-CI-TF, Redstone Arsenal, AL 35898; however, release is not guaranteed. Request from foreign industry and/or FOCI entities received by any other means will not be honored. Because this RFP contains SECRET data, it will not be issued to anyone not holding a SECRET Facility Clearance and therefore you are requested to provide a CAGE Code with your request for the RFP.
