The contractor shall provide full service inter-change carrier (IXC) to handle all ''0+'' Inter-LATA telephone calls made from all coin operated and non-coin charge-a-call phones located on property owned or controlled by WMATA. It is the Authority's intent to maximize the revenues received from commissions while at the same time providing the user with reasonable charges for the service.
