The U.S. Army Medical Command, Central Contracting Office, intends to
negotiate a sole source Firm Fixed-Price contract with Vanderbilt
University, Nashville, Tennessee to conduct additional analyses on
existing data collected during the Fort Bragg Mental Health
Demonstration Program evaluation activities and provide an evaluative
report on each of the following topics: (a) A refinement of the cost
effectiveness Analysis of the Fort Bragg Evaluation; (b) Military
deployment and family well-being; (c) Co-occurrence of Mental Health
and substance use disorders; (d) Client severity and case management
Activity; (e) Termination of mental health services for children; (f)
A descriptive study of the varieties of mental health outcomes; and (g)
The dynamics of service use. The contractor shall also collect new data
and provide an evaluative report on each of the following topics: (a)
Managed mental health care at Fort Bragg: Moving from the demonstration
model to a capitated model of mental health services delivery and (b)
Assessing the relationship between length of treatment and clinical
change in outpatient treatment. The analyses of existing data and the
collection and analyses of the new data is expected to take an
estimated three (3) months to two (2) years, depending on the specific
topic. A contract will be awarded for the base period of 1 December
1995 through 30 September 1996 with a one year option. Solicitation
DADA10-96-R-0007 will be issued on or about 10 October 1995. All
responsible sources may submit a proposal which will be considered. If
no affirmative written responses to this notice are received, a
contract may be awarded to the referenced vendor without further
