875-4009 Grupo Ideal, S.A. (''grantee'') invites submission of
qualifications and proposal data (collectively referred to as the
''Proposal'') from interested U.S. firms which are qualified on the
basis of experience and capability to develop a feasibility study for
a Gas-Fired Electric Generating Station and Windpower Station in
Comodoro Rivadavia, Argentina. The project sponsors are Grupo Ideal,
S.A., an Argentine power developer, and the Sociedad Cooperativa
Popular Ltda. de Comodoro Rivadavia (SCPL), the local electric
cooperative in Comodoro Rivadavia, Chubut Province, Argentina. TDA is
providing funding to carry out a feasibility study for a proposed
30-50MW gas-fired, simple combustion turbine project and a 10-15 MW
windpower station. The SCPL is seeking to expand its generation
capacity in order to meet its growing demand and to provide low-cost
electricity service to existing and new customers, including industrial
customers such as the local petroleum industry. The objective of the
study is to define the projects in terms of technical specifications
and costs and to confirm the technical, economic, institutional,
environmental, and financial feasibility of the projects. Specific
tasks of the feasibility study will include the following: 1. Market
and Resource Analysis 2. Project Formulation 3. Economic and Financial
Analysis 4. Environmental and Approvals Assessment 5.Technical
Specifications and Scope 6. Development of a Financing Plan 7.
Documentation and Reporting. The U.S. firm selected will be paid in
U.S. dollars from a $343,219 grant to the Grantee from the U.S. Trade
and Development Agency (TDA). A detailed Request for Proposals (RFP),
which includes requirements for the Proposal, the Terms of Reference,
and a background definitional mission report is available from TDA, at
Room 309, SA-16, Washington, D.C. 20523-1621. Requests for the RFP
should be faxed to the IRC, TDA at 703-875-4009. Please include your
company name, contact person, address, and telephone number. If you
would like the RFP sent to youvia courier delivery service, include the
name of the courier company and your firm's account number. No
telephone requests for the RFP will be honored. Only U.S. firms and
individuals may bid on this TDA financed activity. Interested firms,
their subcontractors and employees of all participants must qualify
under TDA's nationality requirements as of the due date for submission
of qualifications and proposals and, if selected to carry out the
TDA-financed activity, must continue to meet such requirements
throughout the duration of the TDA-financed activity. All goods and
services to be provided by the selected firm shall have their
nationality, source and origin in the U.S. or host country. The U.S.
firm may use subcontractors from the host country for up to 20 percent
of the TDA grant amount. Details of TDA's nationality requirements and
mandatory contract clauses are also included in the RFP. Interested
U.S. firms should submit their Proposal in Spanish and English directly
to Ricardo Mucci of Grupo Ideal in Rosario by November17, 1995.
Evaluation criteria for the Proposal will consist of the following: 1.
Experience selecting equipment and assessing the technical, economic,
and institutional feasibility of power projects, including gas-fired
CT and windpower projects. 2. Capability and experience in evaluating
and/or developing power projects in Latin America, preferably in
Argentina. 3. Experience structuring/securing nonrecourse and
multilateral development bank financing and support for privately owned
power projects. 4. Experience with electric utility resource planning;
previous work in a de-regulated, spot electric market environment
(e.g. Argentina, U.K.) is also desirable. 5.Experience managing
resource and environmental issues (e.g., wind resource management, fuel
deliverability, siting, water supply). Each criterion will be given
equal weight. Price will not be a factor in contractor selection, and
therefore, cost proposals should NOT be submitted. The Grantee reserves
the right to reject any and/or all Proposals. The Grantee also reserves
the right to contract with the selected firm for subsequent work
related to the project. The Grantee is not bound to pay for any costs
