The NRC requires historical research services to support the ongoing
preparation of the third volume of the agency's history. Research tasks
include: 1). Identifying and researching records, papers, manuscripts,
articles in periodicals, and other materials relating to the history
of the NRC; 2). Reproducing records, manuscripts, and other materials
relating to the history of the NRC; 3). Clearly marking copies of
records, manuscripts, and other materials so that the location of the
original document is readily apparent; 4). Arranging the materials
collected in a logical manner so that individual items can be easily
found; 5). Writing a summary and analysis of research data gathered to
show its meaning for and relevance to NRC history. The period of
performance is 24 months and will cover two history topics; 1). The
public debate over nuclear safety and public views of the AED/NRC as
reflected in the press, other news media, and professional journals,
and 2) international issues relating to nuclear regulation,
specifically the export of nuclear materials and technology, and
safeguards against nuclear proliferation. Research for the topics
stated may be conducted in a variety of government agencies, archives,
libraries, and other institutions in the Washington, D.C. metropolitan
area, including the NRC, the Department of Energy, the National
Archives, the Library of Congress, and/or local university libraries.
The NRC will evaluate technical proposals using past performance of key
personnel and corporate experience in historical research as the
evaluation factors. The NRC estimates the level of effort for the
requirement stated in the solicitation to be one person year during the
24-month period of performance. The NRC projects an award of a cost
plus fixed fee type contract with a starting date of 4/1/96. This
proposed procurement is under a 100 percent small business set aside.
The size standard for this soliciation is average annual receipts of
$5.0 million over the past three years, as set forth under Standard
Industrial Classification 8999. Historical research focusing on the
period from late 1971 to March 1979 is currently being performed by
History Associates, Inc. under NRC contract No. NRC-17-94-136 which
expires 3/31/96. Interested firms should submit written requests to the
